Strengthen monitoring, forecasting and early warning. Meteorological, hydrological, natural resources and other departments should closely monitor the weather changes, encrypt the forecasting frequency, improve the forecasting accuracy, extend the forecast period, and timely release disaster warning information. Those responsible for flood control at all levels should keep a high degree of vigilance, pay close attention to the early warning information of meteorological disasters issued by meteorological departments at any time, and must not delay flood control fighters.

 

Strengthen the prevention of key parts. It is necessary to focus on the inspection and defense of key parts such as small reservoirs, areas prone to mountain torrents and mudslides, low-lying areas prone to waterlogging and small and medium-sized rivers, and strengthen 24-hour duty and supervision. Make good preparations for urban drainage, investigate hidden dangers such as low-lying waterlogging-prone areas, underground public facilities, dilapidated houses, steep slopes and dangerous walls and eliminate them in time, timely carry out traffic control on key parts such as waterlogging-prone areas, bridges and culverts in urban areas, and set warning signs in prominent positions. It is necessary to close tourist facilities such as holiday villas in areas prone to wading and mountain torrents and mudslides in a timely manner, and strengthen the supervision of tourists.

 

Strengthen flood control dispatching. To strengthen reservoir inspections, all reservoirs are not allowed to store water above the flood limit water level without authorization. For large and medium-sized reservoirs with potential safety hazards, the operating water level should be lowered, and all small dangerous reservoirs should operate empty. Reservoir dispatching departments should consider the influence of astronomical tide, finely dispatch reservoirs, scientifically carry out pre-discharge reservoir dispatching, and give full play to the functions of flood interception, peak clipping and peak shifting of reservoirs.

 

Strengthen wind protection work. All regions and relevant departments should issue early warnings in time according to meteorological information, strengthen the management of fishing ports and fishing boats, and all fishing boats in dangerous sea areas should return to Hong Kong to avoid the wind. It is necessary to strengthen patrol duty on key parts such as structures, high-altitude facilities, plaques, tower cranes and big trees that are vulnerable to strong winds, reinforce them in time, and set up warning tape when necessary to prevent secondary disasters.

 

Strengthen personnel transfer. According to the forecast and early warning information, In accordance with the principle of "people-oriented, life first", organize the transfer of personnel living in dangerous areas such as small and medium-sized rivers, areas prone to mountain torrents and mudslides, low-lying and waterlogging areas, construction sites, underground public facilities and dangerous buildings in advance, and take measures to force the transfer when necessary, leaving no dead ends or missing one person to ensure the safety of people's lives.

 

Strengthen duty attendance and information submission. Flood control and drought relief headquarters at all levels should strictly implement the leadership shift and 24-hour duty system, strengthen and standardize the information reporting work, and strictly follow the relevant provisions of the emergency information reporting system, and report dangerous situations and disasters at the first time.
