The meeting pointed out that a large number of small and micro enterprises and individual industrial and commercial households are important supports for China's economic resilience and employment resilience. According to the deployment of the CPC Central Committee and the State Council, in recent years, the reform of "distribution suits" has been continuously promoted, especially the implementation of a series of inclusive relief policies last year, which has effectively promoted the development of small and micro enterprises and individual industrial and commercial households. By the end of April, the total number of small and micro enterprises in China exceeded 44 million, and the number of individual industrial and commercial households exceeded 95 million, becoming the main force of employment in China. At present, the environment at home and abroad is complex and severe, and the production and operation of small and micro enterprises and individual industrial and commercial households are still facing difficulties, so it is necessary to continue to strengthen targeted support. First, further implement the policies of "six guarantees" and "six guarantees" and maintain necessary support. Implement measures to reduce taxes and fees. We will increase efforts to support Inclusive Financing for small and micro enterprises and individual industrial and commercial households, guide the expansion of credit loans, initial loans, medium and long-term loans, and non-repayment of loans, and promote loans that can be repaid as they are borrowed. The study will shorten the acceptance period of commercial bills from one year to six months, so as to reduce the pressure on enterprises to account for money. Second, take multiple measures to help small and micro enterprises and individual industrial and commercial households cope with the impact of upstream raw material price increase. Support large enterprises to build a docking platform for supply and demand of key industries, guide the upstream and downstream of the supply chain to stabilize the supply of raw materials and cooperate with production and marketing, and ensure supply and price stability. We will crack down on hoarding and price gouging. Support all localities to give stable employment subsidies to small and micro enterprises and individual industrial and commercial households according to regulations. Supervise and guide the platform to reduce the proportion of excessive fees, fees and commissions and promotion fees for new merchants. Third, strengthen fair supervision. Strictly implement the fair competition review system, treat all kinds of market players equally, and clean up and abolish policies and regulations that discriminate and hinder all kinds of market players from participating in market economic activities. We will further promote anti-monopoly and anti-unfair competition law enforcement, and investigate and deal with malicious subsidies and low-price dumping by enterprises with dominant positions in order to seize market share. Rectify all kinds of arbitrary charges and fines. At the same time, we should do a good job in basic security, promote individual industrial and commercial households and flexible employees to participate in social security, liberalize the household registration restrictions on participating in insurance in places of employment, and explore the inclusion of flexible employees in the scope of industrial injury insurance.

 

The meeting pointed out that compulsory education is the biggest public product related to every family and the basic duty of the government. It is necessary to implement the "double reduction" measures, improve the teaching level and quality of compulsory education, and promote the balanced development of compulsory education. Highlight the weak links in rural compulsory education, which is the focus of the overall situation, and take effective measures to narrow the gap between urban and rural areas and regions and promote education equity. First, we must strengthen the construction of teachers in rural compulsory education. According to the law, we will strengthen the income security of teachers in compulsory education, solve the basic housing for teachers through multiple channels, and build necessary turnover dormitories for teachers in rural schools in remote and difficult areas. We will step up on-the-job training and academic education to improve the quality of teachers in compulsory education. Professional title evaluation should be inclined to rural teachers in the central and western regions. Second, we must continuously improve the basic conditions for running schools in rural areas and strengthen the construction of classrooms, dormitories, canteens and other facilities in rural schools according to local conditions. Improve network facilities and promote the open sharing of high-quality educational resources. Third, we must strengthen the guarantee of funds. This year, the central government will continue to allocate 30 billion yuan of subsidy funds, focusing on supporting the development of compulsory education in some difficult areas in the central and western regions and the east. The provincial level should strengthen overall planning and strengthen support for compulsory education in underdeveloped areas, ethnic minority areas, border areas and old revolutionary base areas.
