Governments at all levels in Dalian should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, take the "Government Affairs Open Day" as an opportunity, promote more transparent and standardized administrative decision-making and government services, and vigorously improve the modernization level of government governance system and governance capacity.

Adhering to the people-centered development thought and deepening the openness of government affairs. Adhering to the people-centered development thought is an important part of Xi Jinping's socialism with Chinese characteristics in the new era. To deepen the openness of government affairs, we must firmly grasp the foundation of adhering to the people-centered development thought. In 2020, 60 press conferences on epidemic prevention and control will be held around winning the people's war, the overall war and the War of Resistance in an all-round way, adhering to the people's supremacy, life's supremacy, openness and transparency, and doing a good job in information release and policy interpretation of epidemic prevention and control according to laws and regulations. Online interviews were conducted 24 times around hot issues such as education, medical care and settlement, which are of concern to the masses. The government departments immediately released policy interpretations to answer questions for the citizens, enhance the initiative and authority of responding to the concerns of the masses, and build a bridge of "interaction between the government and the people". Focusing on the platform of "12345 government service convenience hotline", we built the "total customer service" of government service, established the mechanism of accepting, transferring and feeding back citizens' demands, accepted 1.182 million demands of various types, and the completion rate of demands on schedule was 99.44%, which further improved the efficiency of government service and effectively solved the worries and expectations of the people. In this year's work, we should further open channels, strengthen the construction of open windows for government affairs, better listen to the voices of the people, and effectively answer questions about ecological environment, education and medical care, food hygiene, transportation, water and electricity, etc.

Closely implement the new development concept, promote high-quality development and deepen the openness of government affairs. General Secretary Xi Jinping emphasized that the development in the new era and new stage must implement the new development concept and must be high-quality development. Since last year, Dalian has unswervingly implemented the new development concept, earnestly improved the quality of information disclosure and policy release, and better promoted the implementation of policies. The portal websites of governments at all levels set up columns of "Six Guarantees" and "Six Guarantees", and made a centralized public and comprehensive interpretation of policies and measures related to promoting epidemic prevention and control and economic and social development as a whole. A total of 997 pieces of information and 1,136 normative documents were released. 175 reform documents have been issued in 18 indicator areas to improve the convenience of the business environment, and the rate of "informing commitment + accepting vacancy" according to the application-type government service matters has reached over 30%. In the whole year, administrative organs at all levels voluntarily disclosed 32,787 pieces of government information, more than 1,280 pieces of information in key areas, 60 interpretations of normative documents and 34 policy diagrams. In the whole city, the activity of "100 cadres go to thousands of enterprises to solve difficult problems" was carried out, and 443 problems such as stable post return subsidies and employee training subsidies were solved on the spot, and 46 problems such as employee recruitment, social security fee exemption and labor relations were tracked and solved. This year is the first year of the "14th Five-Year Plan". The work of publicizing government affairs should focus on implementing new development concepts, promoting high-quality development, publishing and interpreting policies with higher quality and guiding public opinion, so as to better serve the high-quality development of economy and society. Governments at all levels in the city should take the initiative to disclose the outline of the 14th Five-Year Plan for national economic and social development, land and space planning and special planning, and strive to promote the disclosure of government information in the fields of financial budget and final accounts, public resource allocation, approval and implementation of major construction projects, and fully demonstrate the continuous struggle course of "drawing a blueprint to the end".

Deepen the openness of government affairs closely following the new requirements of building a government ruled by law and a clean government. Building a government ruled by law and a clean government is the inherent requirement of promoting the modernization of the national governance system and governance capacity. Important meetings such as the Central Conference on Comprehensively Administering the Country According to Law have made new arrangements for speeding up the construction of a government ruled by law and a clean government, requiring the openness of government affairs as the starting point and strengthening the restriction and supervision of administrative power. Since last year, our city has thoroughly implemented the rule of law thought of the internship, established the "National Model City for Building a Government under the Rule of Law" as the carrier, implemented the "Regulations on Major Administrative Decision-making Procedures in Dalian", and made public participation a necessary procedure for major government decisions through institutional arrangements, further enhancing the rigidity and execution of legality review. In this year's work, it is necessary to intensify special rectification efforts around bidding in the field of engineering construction, key livelihood projects, "micro-corruption" around the masses, and "middle obstruction" strongly reflected by the masses. Constantly deepen the information disclosure in key areas such as public resource allocation, financial budget and final accounts, major construction projects, and social welfare undertakings, actively prevent and resolve the risks of clean government, and ensure that all administrative powers operate under the "sunshine".

Closely accelerate the transformation of government functions, optimize the business environment and deepen the openness of government affairs. In deepening the openness of government affairs and strengthening government services, we insist on taking the "sense of gain" of enterprises and the masses as the first standard and vigorously promote "Internet plus government services". Last year, we deepened the reform of "distribution service", adjusted 112 administrative functions and powers, and vigorously promoted "one network management" and "one network unified management". The start-up link of general enterprises was reduced to one, and the start-up time was reduced to less than 4 hours. The reform experience of "one thing at a time" was popularized throughout the province. Taking "one network management" as the starting point, we will comprehensively improve the level of convenience services and promote the transformation from "capable management" to "easy management". The online availability rate of government services will reach 98.58%. Accelerate the construction of "digital government", continuously innovate "online government", promote data sharing, and open up information islands. This year, we should focus on the requirements of the "three links" and "five noes", That is to say, "inter-provincial, intra-provincial and intra-city", "one thing is not sent, one thing is not handled, one question is not inquired, one person is not found, and one meeting is not approved", Strengthen the disclosure of comprehensive service information, popularize handheld government and fingertip services, improve the service level of "one window for all", make enterprises and the masses handle affairs more clearly, conveniently and comfortably, and make every effort to create a business environment with convenient work, good rule of law, strong cost competitiveness and ecological livability.
