Dalian LNG Receiving Station is Assigned to the State Pipeline Network Group

It was learned from the LNG Receiving Station Management Branch of the State Pipeline Network Group that according to the transfer arrangement of the State Pipeline Network Business, Dalian LNG Co., Ltd. under PetroChina and its Dalian LNG Receiving Station were officially transferred to the State Pipeline Network Group from April 1, 2021.

 

State Pipeline Network Group LNG Receiving Station Management Branch, Responsible for the professional operation of LNG receiving stations under the national pipeline network, Coupled with the official transfer of Dalian LNG Co., Ltd., Seven LNG receiving stations in operation, including Beihai LNG, Tianjin LNG, Shenzhen LNG, Guangdong LNG, Hainan LNG, Fangchenggang LNG and Dalian LNG transferred by PetroChina, Sinopec and CNOOC, have been included, marking the smooth realization of "the realignment of the three armed forces" by the LNG receiving station management branch of the State Pipeline Network Group, and the LNG resource trading platform with the largest scale and the widest geographical span in China has emerged as the times require.

 

Dalian LNG receiving station is a strategic project to revitalize the old industrial base in Northeast China and build an offshore oil and gas channel. It settled in Dalian Free Trade Zone in 2005, started construction in 2008, and was completed and put into operation in 2011. Through independent design, independent procurement, independent construction and independent management, 243 LNG carriers were received and unloaded during the 10 years of production, supplying 26.5 billion cubic meters of natural gas, maintaining safe production for 13 consecutive years since the construction period, with 28 million hours of safe working hours. It won the first national gold medal for high-quality engineering in the domestic LNG industry.

 

The transfer of Dalian LNG receiving station is of great significance to the State Pipeline Network Group. From the platform point of view, the seven LNG receiving stations of the State Pipeline Network Group have a total capacity of over 30 million tons/year. This brand-new industrial pattern will be able to better allocate LNG resources nationwide, plan construction and operation as a whole, reduce duplication of investment, promote pipeline network construction and ensure the safe supply of natural gas energy. In terms of location, As the only LNG receiving station in the three northeastern provinces, Dalian LNG receiving station is connected with the "Dalian-Shenyang Line" of the northeast trunk natural gas pipeline network. In the 10 years since it was put into operation, the gas supply volume accounts for 42% of the natural gas consumption in the three northeastern provinces, 67% in Liaoning Province and 100% in Dalian City. The north and the "Sino-Russian East Line" form a mutual guarantee effect. The south can enter the customs to ensure the winter supply peak in the "Beijing-Tianjin-Hebei" region and become an important fulcrum of the "National Network" of the national pipeline network group. From the perspective of development, the proportion of primary energy consumption of natural gas in the three northeastern provinces is far lower than the national average. Dalian LNG receiving station has full functions of natural gas pipeline transportation and LNG loading. With the in-depth implementation of carbon peak and carbon neutralization in China, the northeast natural gas market has strong growth. Looking forward to the 14th Five-Year Plan, the state put forward that "new breakthroughs have been made in the revitalization of Northeast China", Liaoning Province put forward "promoting clean, low-carbon, safe and efficient use of energy", Dalian proposed to "promote the construction of Northeast Asia Oil and Gas Trading Center". The State Pipeline Network Group will rely on Dalian LNG receiving station to expand production capacity, support double-line pipeline network, build a large intelligent interconnected pipeline network, build a fair and open platform, and foster a new ecology of innovation and growth. The station will give full play to its role as a "bridgehead" for natural gas supply in Northeast China.

 

The completion of this transfer and handover marks the full completion of the asset delivery between PetroChina and the national pipeline network. The State Pipeline Network Group can better allocate the natural gas resources of the whole country, enhance the supply capacity of heating gas in the north, and ensure the national energy security.

 

China National Petroleum Pipeline Network Group Co., Ltd. was established in Beijing in December 2019. On September 30, 2020, China National Petroleum Pipeline Network Group took over the related oil and gas pipeline infrastructure assets (businesses) and personnel originally belonging to the three major oil companies, and officially connected to the grid. As a new "national team", under the market-oriented mode of "controlling the middle and releasing both sides" and "X+1 + X", the fair access mechanism of oil and gas pipeline network has officially operated, supporting more subjects, more capital and more enterprises to participate in the oil and gas market, marking significant achievements in the market-oriented reform of China's oil and gas pipeline network operation mechanism.
