Xi Jinping Attended the Leaders' Climate Summit and Delivered an Important Speech

At the invitation of US President Biden, President Xi Jinping attended the Leaders' Climate Summit by video in Beijing on the evening of 22nd, and delivered an important speech entitled "Building a Community of Human and Natural Life Together".

 

Xi Jinping pointed out that climate change has brought severe challenges to human survival and development. Facing the unprecedented difficulties in global environmental governance, the international community should, with unprecedented ambition and actions, discuss strategies to deal with the challenges of climate change, seek a harmonious coexistence between man and nature, and be brave in taking responsibility and working together to build a community of life between man and nature.

 

First, adhere to the harmonious coexistence between man and nature. Human beings should take nature as their root, respect, conform to and protect nature. It is necessary to protect nature and ecological environment like protecting eyes, and promote the formation of a new pattern of harmonious coexistence between man and nature.

 

Second, adhere to green development. Protecting ecological environment means protecting productive forces, and improving ecological environment means developing productive forces. We should abandon the development model that damages or even destroys the ecological environment, and abandon the short-sighted practice of sacrificing the environment for temporary development. Vigorously promote the transformation and upgrading of economy, energy and industrial structure, and make a good ecological environment the support for the sustainable development of global economy and society.

 

Third, adhere to systematic governance. Landscape, forest, lake, grass and sand are inseparable ecosystems. According to the inherent laws of the ecosystem, all elements of natural ecology should be considered as a whole, so as to achieve the goal of enhancing the circulation capacity of the ecosystem and maintaining the ecological balance.

 

Fourth, adhere to the people-oriented principle. It is necessary to explore the synergy between protecting the environment and developing the economy, creating jobs and eliminating poverty, and strive to achieve social fairness and justice in the process of green transformation, so as to increase people's sense of gain, happiness and security.

 

Fifth, adhere to multilateralism. We should adhere to international law as the foundation, fairness and justice as the gist, effective action as the guide, safeguard the international system with the United Nations as the core, and follow the goals and principles of the United Nations Framework Convention on Climate Change and its Paris Agreement. China welcomes the return of the United States to the multilateral climate governance process and looks forward to working with the international community including the United States to promote global environmental governance.

 

Sixth, adhere to the principle of common but differentiated responsibilities. We should fully affirm the contributions made by developing countries in coping with climate change and take care of their special difficulties and concerns. Developed countries should show greater ambition and actions, and at the same time provide financial, technical and capacity-building support to developing countries.

 

Xi Jinping emphasized that China has incorporated the concept and construction of ecological civilization into the overall layout of socialism with Chinese characteristics, and adhered to the development path of giving priority to ecology, green and low carbon. China's announcement that it will strive to achieve carbon peak by 2030 and carbon neutrality by 2060 is a major strategic decision based on promoting the building of a community with shared future for mankind and achieving sustainable development, which requires China's hard work. China is formulating a carbon peak action plan, carrying out extensive and in-depth carbon peak action, and supporting qualified localities, key industries and key enterprises to take the lead in reaching the peak. China will strictly control coal and electricity projects, strictly control the growth of coal consumption during the 14th Five-Year Plan period and gradually reduce it during the 15th Five-Year Plan period.

 

Xi Jinping pointed out that as a participant, contributor and leader in the construction of global ecological civilization, China firmly practices multilateralism and strives to promote the construction of a fair, reasonable and win-win global environmental governance system. China will host the 15th Conference of the Parties to the Convention on Biological Diversity in October this year, and work with other parties to push global biodiversity governance to a new level. Through various forms of South-South practical cooperation, China helps developing countries improve their ability to cope with climate change. China also regards cooperation in the field of ecological civilization as the key content of building the "the belt and road initiative", and continuously benefits the people of all countries participating in building the "the belt and road initiative".

 

Xi Jinping pointed out that the challenges brought by climate change to mankind are realistic, severe and long-term. I firmly believe that as long as we think in one place and work hard in one place, mankind will be able to cope with the challenges of global climate and environment and leave a clean and beautiful world to future generations.

 

Leaders at the meeting said that climate change is a severe challenge faced by the international community and needs global joint efforts. We should take prompt actions to further intensify emission reduction, strengthen technological innovation, vigorously develop clean energy, create more employment opportunities and more room for growth, achieve green and more sustainable development, protect the common planet of mankind, and make man and nature coexist harmoniously for the benefit of future generations. Support the success of the 15th Conference of the Parties to the Convention on Biological Diversity in Kunming. We should pay more attention to vulnerable countries and groups, and developed countries should provide more financial and technical support to developing countries to help them cope with and adapt to climate change.
