Attracting domestic and foreign financial institutions to settle in Dalian is also an important way to introduce talents. The Municipal Committee of the Democratic National Construction Association suggested that more attractive financial preferential policies should be introduced to attract more domestic and foreign financial institutions to settle in Dalian. Dalian has formulated a series of preferential policies around the construction of regional financial centers, such as giving one-time subsidies and rental subsidies, reducing the operating costs of headquarters financial institutions at the initial stage of opening, etc., but compared with other cities, its competitiveness is not strong enough. Dalian should make more attractive preferential policies. It is suggested to learn from Shanghai's practice, adhere to the financial talent strategy, establish a talent pool, provide a more attractive settlement policy, and increase the introduction of talents in short supply, especially high-level talents.
