Track and manage the imported overseas talents

 

The Federation of Returned Overseas Chinese suggests strengthening the information and data management of overseas talent introduction, intensifying the investigation of overseas talents, deepening the investigation and statistics of overseas returnees, and increasing the investigation of talents and high-tech projects in universities, research institutes and large enterprises. On the basis of investigation, a database of overseas professionals' associations in the whole city, a statistical database of overseas returnees and a database of key contact objects of overseas high-level professionals are established to provide data support for overseas talent introduction. At the same time, strengthen the management of existing talents, and carry out necessary follow-up management of imported overseas talents. Set up a business incubator for overseas returnees, and guide returnees with entrepreneurial projects and dreams to start businesses.

 

Establish an employment guidance base for overseas talents, give full play to the platform role of the New Overseas Chinese Innovation and Entrepreneurship Alliance, carry out training and guidance, and guide overseas talents to adjust their status and put into work as soon as possible. The establishment of Overseas Talent Entrepreneurship Guidance Fund aims to support overseas talents to come to our city for entrepreneurship development, advocate more enterprises to establish and expand venture capital funds, and strengthen the necessary financial support for the development of new overseas talent projects and existing talent projects.

Dalian has issued a number of talent policies, such as 5 +22, but there are still some problems, such as high policy threshold and insufficient attractiveness. Targeted talent introduction policies should be formulated according to the needs of talent introduction in various fields. For developed areas such as first-tier cities, the pressure on talent housing will be reduced through various forms such as resettlement fees, talent apartments and housing subsidies. For the problem of local graduates' difficulty in staying, we should also give certain preferential policies, so as to retain local talents first and then continue to introduce foreign talents.
