Chinese President Xi Jinping had a telephone conversation with German Chancellor Scholcz on the evening of December 21.


Xi once again congratulated Scholcz on his appointment as German Chancellor.


Xi Jinping emphasized that China attaches great importance to Sino-German relations. In recent years, Sino-German cooperation has been the "leader" of China-EU cooperation, which is the right choice made by the two countries in line with the development trend of the times. Next year marks the 50th anniversary of the establishment of diplomatic relations between China and Germany. Looking back half a century, Sino-German relations have shown sufficient vitality, endurance, tenacity and potential; Looking forward to the next 50 years, the two countries should take a global view, take a long-term view, forge ahead and strive to achieve new development of Sino-German relations.


First, we should grasp the general direction of bilateral relations from a strategic perspective. Both China and Germany are big countries with important influence. The sound development of bilateral relations not only conforms to the fundamental interests of the two countries and their peoples, but also contributes to world peace and stability. Both sides should persist in taking each other's development as an opportunity, maintain the fine tradition of high-level leadership, and guide the development of Sino-German relations. We should give full play to the role of bilateral dialogue and cooperation mechanism, especially make good use of the Sino-German government consultation mechanism to promote cooperation and development in various fields. The two sides should strengthen communication and coordination and make joint plans for celebrating the 50th anniversary of the establishment of diplomatic relations next year.


Second, adhere to a pragmatic attitude and actively promote mutually beneficial cooperation between the two countries. Both Chinese and German economies have benefited a lot from each other's development. China has been Germany's largest trading partner for five consecutive years, and bilateral economic and trade cooperation has withstood the pressure of novel coronavirus pneumonia epidemic and achieved contrarian growth. The two sides should actively open up new areas of cooperation such as new energy, green and digital economy, and release the growth potential of service trade. German enterprises are welcome to give full play to their advantages and seize the new opportunities brought about by China's opening up. We also hope that Germany will provide a fair business environment for Chinese enterprises to invest in Germany. Germany is an important node of China-Europe trains. It is believed that strengthening cooperation between China and Germany within the framework of building a "the belt and road initiative" will benefit countries along the route and promote connectivity between Asia and Europe.


Third, we should work together to meet challenges and make new contributions to global governance. Both China and Germany are defenders of multilateralism and contributors to global development. We should increase coordination and cooperation in international affairs, and find practical solutions for issues related to the common destiny of all mankind, such as fighting novel coronavirus pneumonia epidemic, promoting fair distribution of vaccines, promoting global recovery, especially in developing countries, coping with climate change, and achieving poverty reduction and sustainable development. We should persist in solving regional hot issues through dialogue, follow and strengthen democratic principles in international relations, and resolutely oppose various forms of hegemonic acts and Cold War mentality. It is true development for all countries to develop together. China is willing to work with Germany to promote the implementation of the UN 2030 Agenda for Sustainable Development.


Xi Jinping emphasized that China and the EU are two independent forces in the world with broad strategic consensus and common interests. Both sides should adhere to the positioning of comprehensive strategic partnership and the principle of mutual respect and mutual benefit to ensure the healthy and stable development of China-EU relations. It is hoped that Germany will continue to exert positive influence on stabilizing China-EU relations and continuously inject stability and positive energy into China-EU relations.


Scholcz expressed his gratitude to Mr. President for sending a congratulatory letter after I took office as German Chancellor. I still remember the exchanges we had, and I am willing to inherit and promote Germany-China friendship and cooperation. At present, Germany-China trade and investment relations are developing well, with close cooperation in coping with global challenges such as climate change and novel coronavirus pneumonia epidemic, and close communication on regional issues such as Afghan and Iranian nuclear issues. These constitute the three pillars for the sustainable development of Germany-China relations. Germany is willing to work with China in the spirit of mutual respect and trust to promote the further development of Germany-China all-round strategic partnership. Germany is willing to take the opportunity of celebrating the 50th anniversary of the establishment of diplomatic relations between Germany and China next year, hold a new round of German-Chinese government consultations, strengthen pragmatic cooperation in clean energy, digital economy, service industry and other fields, and promote the development of EU-China relations in a constructive manner. I hope that the EU-China Investment Agreement will come into effect as soon as possible. Germany is willing to work with China to safeguard multilateralism in international affairs.
