Xi Delivered a Written Speech to World Leaders Summit of the 26th Conference of Parties to United Nations Framework Convention on Climate Change

On November 1, President Xi Jinping delivered a written speech to the World Leaders Summit of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change.


Xi Jinping pointed out that at present, the adverse effects of climate change are becoming increasingly apparent, and the urgency of global action continues to rise. How to deal with climate change and promote the recovery of the world economy is an issue of the times we are facing.

Xi Jinping put forward three suggestions.


First, safeguard multilateral consensus. Multilateralism is a good way to deal with global challenges such as climate change. The United Nations Framework Convention on Climate Change and its Paris Agreement are the basic legal compliance for the international community to cooperate in dealing with climate change. All parties should enhance mutual trust and cooperation on the basis of existing consensus to ensure the success of Glasgow Conference.


Second, focus on pragmatic actions. Action, vision can become reality. All parties should keep their promises, formulate practical goals and visions, and do their best to promote the implementation of climate change measures according to national conditions. Developed countries should not only do more by themselves, but also provide support for developing countries to do better.

Third, accelerate the green transformation. Driven by scientific and technological innovation, we should promote the transformation and upgrading of energy resources, industrial structure and consumption structure, promote the green development of economy and society, and explore a new path of synergy between development and protection.


Xi Jinping emphasized that, China upholds the concept of community of human and natural life, Adhere to the ecological priority, green and low-carbon development path, accelerate the construction of a green and low-carbon circular development economic system, continue to promote industrial restructuring, resolutely curb the blind development of high energy consumption and high emission projects, accelerate the green and low-carbon transformation of energy, vigorously develop renewable energy, and plan to build large-scale wind power photovoltaic base projects. Recently, China issued the Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job of Carbon Peaking and Carbon Neutralization and the Action Plan for Carbon Peaking before 2030, Implementation plans for key areas such as energy, industry, construction and transportation and key industries such as coal, electric power, steel and cement will be released one after another, and safeguard measures such as science and technology, carbon sink, finance and taxation and finance will be introduced to form a "1 + N" policy system for carbon peaking and carbon neutralization, with clear timetable, road map and construction drawing.


Xi Jinping pointed out that the ancient Chinese said, "Rule by reality". China expects all parties to strengthen their actions, work together to meet the challenge of climate change and work together to protect the common earth home of mankind.


The summit of world leaders was held on November 1-2 during the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change in Glasgow.
