Tan Zuojun stressed that it is necessary to firmly grasp the needs of urban development, deepen the reform of the talent work system and mechanism, strive to solve the bottleneck of talent development problems, and continuously improve the matching degree between talents and urban development. One is to speed up the introduction of all kinds of talents in urban demand, including "two high" talents, to find out the talent base, to improve policies and measures, to vigorously introduce "high-tech and short of" talents, to dynamically evaluate the implementation of policies, to ensure the introduction of real talents and create real value. The second is to further promote the innovation of the talent system, revise and improve the catalogue of talents in short supply in due course, steadily delegate the authority to identify talents, strengthen supervision during and after the event, improve the incentive mechanism for talent training, and build a new pattern of multi-level and diversified talent recruitment and retention with a more open concept. The third is to promote the reasonable and smooth flow of talents, keep a close eye on the blocking points that restrict the social flow of talents, and do a good job in linking supply and demand, so that talents can really flow between urban and rural areas and turn smoothly between units. Wafangdian, Zhuanghe and Changhai should seize the opportunity to enhance the adsorption of talents and realize the same frequency resonance between talents and regional development. The fourth is to strengthen the guarantee of talent service, create a "green channel" for talents to connect innovation and entrepreneurship, optimize the talent service process, improve the policy guarantee system of talent housing, medical care, children's schooling, etc., and create a strong atmosphere of "attracting talents, retaining talents and using living talents".


Tan Zuojun stressed that Party committees (leading Party groups) at all levels should conscientiously implement the principle of the Party governing talents, fulfill the responsibility system for talent work, always put talent work in a prominent position, and the main responsible comrades should take a good lead and set an example. Leading groups for talent work at all levels should perform their functions of scientific decision-making, overall planning, coordination and supervision, and come up with practical and effective methods of real recruitment in a comprehensive comparison with this year's key tasks. To strengthen supervision and assessment, the implementation of the responsibility system for talent work will be included in the performance assessment of leading groups and leading cadres.
