Policies and Measures for Dalian to Overcome the Impact of COVID-19 and Support Investment Promotion Projects to Settle Down
In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on the overall promotion of novel coronavirus pneumonia prevention and control and economic and social development, fully implement the relevant requirements of the CPC Central Committee and the State Council, and encourage domestic and foreign enterprises to overcome the impact of the epidemic, the following policies and measures are hereby proposed to actively settle in our city before December 31, 2020 for domestic and foreign investment promotion projects.
One, Scope of Application: Dalian Foreign Enterprises; The actual investment (actual funds in place) is more than 20 million yuan; Industrial, commercial, scientific and technological, research and development projects (except residential real estate projects); According to the industry leading direction of the 'Guidelines for Dalian's Industrial Layout and Investment Promotion in Key Parks', settle down in the industrial bearing area; New contracts signed this year and started within one year after signing the contract, which have been confirmed by the local government of the project and filed with the Municipal Bureau of Commerce (foreign-funded projects) and the Municipal Government Economic Cooperation Office (domestic-funded projects), or previous investment promotion projects newly started this year.
Second, for industrial, scientific and technological, research and development projects that acquire land through bidding, auction and hanging, the local government (administrative committee) of the project can comprehensively consider the scale of its project investment and relevant supporting policies, etc., and give certain subsidies to support enterprises to start construction. Commercial land projects shall be implemented in accordance with the relevant provisions of our city. (Responsible units: district, city and county governments, pilot district management committees)
Three, encourage the implementation of flexible land supply methods such as flexible transfer, long-term lease, lease before concession, lease and concession combination, etc., to reduce the cost of land for enterprises. Supporting land for industrial projects, each region may adopt the 'one thing, one discussion' method to appropriately adjust the proportion of supporting land (the land area for administrative office and living service facilities required for industrial projects shall not exceed 7% of the total land area for industrial projects. Land for new industrial projects, If the construction area of production service, administrative office and living service facilities accounts for no more than 15% of the total construction area of the project, it may still be managed according to industrial purposes). Four, counties and districts to introduce, sign all foreign enterprises and the annual tax of more than 1 million yuan, The newly-added local-level shared tax revenue retained by Dalian will be 100% returned to the county and district where the enterprise is located in 2020, 90% (100% of enclave economic projects) will be returned to the county and district where the enterprise is located during the 14th Five-Year Plan period (2021-2025), and the returned funds will be used by all regions to support the development of the enterprise as a whole according to regulations. Five, all regions can combine the contribution of enterprise executives to the local, the introduction of financial subsidies and other corresponding support policies, to stabilize its continuous development. Six, industrial projects are exempt from the city infrastructure supporting fees, and other industrial projects are halved to pay the city infrastructure supporting fees (except for the four districts and high-tech zones in the city). Industrial, scientific and technological and research and development projects in the four districts and high-tech zones in the city that acquire land through bidding, auction and hanging can adopt a deferred payment policy and be levied together when handling water supply facilities.
