In order to implement the spirit of General Secretary Xi Jinping's important instructions on novel coronavirus pneumonia prevention and response, give full play to the role of housing provident fund services, support enterprises and employees affected by the epidemic to solve difficulties and relieve pressure. According to the spirit of the Notice of the Provincial Housing and Urban-Rural Construction Department, the Provincial Department of Finance and the Shenyang Branch of the People's Bank of China on Forwarding the Notice of the Ministry of Housing and Urban-Rural Development, the Ministry of Finance and the People's Bank of China on Properly Dealing with the novel coronavirus pneumonia Epidemic and Implementing the Phased Support Policy for Housing Provident Fund (Liao Zhu Jian [2020] No.16), with the consent of the Municipal Government, the following opinions are hereby put forward on the implementation of the phased support policy for housing provident fund in our city:

I. Enterprises affected by the novel coronavirus pneumonia epidemic, after discussion and approval by the workers' congress or the trade union, may apply for deferred payment of the housing provident fund before June 30, 2020 according to regulations. The deposit time during the deferred period is calculated continuously, which does not affect the normal withdrawal and application of housing provident fund loans by employees.

II. The enterprise to apply for deferred payment should put forward deferred payment and supplementary payment plan. The deferred payment plan should be agreed upon by the enterprise and the employees through consultation, and it should be clear whether both parties will deferred the payment at the same time or whether the employees will continue to deposit the payment. At the same time, if the payment is deferred, the personal part of the employees should be clearly dealt with. The supplementary payment plan shall include the specific time and amount of supplementary payment, and shall make supplementary payment in a timely manner after the expiration of the deferred payment period.

III. Apply for deferred payment of housing provident fund enterprises can be handled at the account where the housing provident fund management center office (business outlets). The municipal housing provident fund management center should be moderately lenient in identifying the impact of the epidemic on enterprises and employees, and the results of discussions by workers' congresses or trade unions. It can flexibly use the credit commitment system to effectively reduce the burden on enterprises and employees.

IV. Employees that affected by the novel coronavirus pneumonia epidemic, before June 30, 2020 housing provident fund loans can not be normally repaid, not for overdue treatment, not as overdue records submitted to the credit department, has been submitted to be adjusted.

V. For the expiration of the application time limit during the epidemic period of housing provident fund withdrawal business, the application time limit can be extended to 3 months after the end of the epidemic.

VI. After the expiration of the implementation of the phased support policy for housing provident fund, enterprises still need to apply for deferred payment due to production and operation difficulties, can be handled in accordance with the relevant provisions of the 'Notice of the General Office of Dalian Municipal People's Government on Improving the Housing Provident Fund Deposit Mechanism to Further Reduce Enterprise Costs' (Da Zheng Ban Fa [2018] No.84).

VII. The enterprise applying for deferred payment should explain to the employees to eliminate their worries. The municipal housing provident fund management center should use websites, media and other means to do a good job in the publicity and interpretation of policies.
