Dalian's Policies and Measures to Support Small and Medium-sized Enterprises to Stabilize Production and Operation in Response to Pneumonia Infected by Novel Coronavirus

In order to win Novel Coronavirus's pneumonia, battle of epidemic prevention and control, advocating that the whole society should support all kinds of enterprises to resume production and operation quickly, support each other and help each other, actively play the important role of small and medium-sized enterprises in epidemic prevention and control and urban economic and social development, and further stabilize supply, production and operation, the following policies and measures to support domestic and foreign small and medium-sized enterprises are specially formulated.

I. The city operation guarantee unit should ensure that the enterprise users (including star hotels) who do not pay water, electricity, gas and heat source fees will not stop supplying during the epidemic prevention and control period. Halve the sewage treatment fees for all kinds of enterprises in February, March and April. (Responsible units: Municipal Water Affairs Bureau, Municipal Housing and Urban Construction Bureau, Municipal Urban Management Bureau, Municipal Water Group, Dalian Power Supply Company and Dalian China Resources Gas Company)

II. Affected by the epidemic situation of difficult enterprises during the epidemic prevention and control period, can postpone the payment of basic medical insurance premiums for employees. For enterprises that repay the basic medical insurance premiums of employees as a whole within 3 months after the epidemic is relieved, late fees will be exempted, and the medical insurance and maternity insurance benefits for employees will not be affected during this period. For flexible employment personnel who pay basic medical insurance premiums for employees during the epidemic prevention and control period, there is no waiting period for treatment. III. Facing temporary difficulties and recovery is expected, adhere to not layoffs or less layoffs of the insured enterprises to give unemployment insurance job stabilization return, return standard according to 6 months of local monthly per capita unemployment insurance and the number of insured workers to determine. Employers are allowed to postpone the registration, payment, retirement application, relocation of unemployment insurance from other places, application for unemployment insurance benefits and other businesses of employees, without affecting the rights and interests of the insured in personal endowment insurance and unemployment insurance. For those who postpone the retirement business, the pension benefits will be reissued from next month. IV.Taxpayers engaged in transportation services, life services (including star hotels) and logistics auxiliary services shall be exempted from property tax and urban land use tax in the first quarter. For enterprises renting houses, the first quarter property tax and urban land use tax will be levied by half. For enterprises that have difficulties and cannot pay taxes on schedule, the enterprises shall apply for deferred tax payment in accordance with the law for a maximum of 3 months. V. For the consolidated tax declaration form declared in January 2020, the enterprise can complete the consolidated electronic payment of the tax payable before February 24. For the tax payment form between February 3, 2020 and the resumption date issued by the municipal government, the payment period may be postponed to 15 days after the resumption date. VI. From February 2, 2020, those who apply for the plan of dredging port import heavy containers (including domestic and foreign trade containers) and collecting port domestic trade export epidemic prevention and control material containers will be exempted from the use fee of the port storage yard for ordinary heavy containers (i.e. Refrigerated heavy containers, dangerous goods heavy containers, out-of-gauge containers and special containers) from January 24, 2020 to the date of resumption of work issued by the municipal government. Provide 24-hour operation service for epidemic prevention and control materials transported through the green channel of Liaoning Port Group, and waive the lump sum service fee for port operations arising from direct pick-up operation of unloading cargo vehicles and vessels, loading operation of loading cargo on board and direct loading operation. VII. For enterprises leasing two-level state-owned asset-based business premises in urban areas, the rent in February will be waived and the rent in March and April will be halved. Encourage large commercial buildings, shopping malls and market operators to moderately reduce the rent for small and medium-sized tenants during the epidemic. District governments are encouraged to give appropriate financial subsidies to rental enterprises that take rent relief measures. Priority will be given to various carriers such as science and technology business incubators, university science parks and public creation spaces that reduce or exempt rents for small and medium-sized enterprises leased during the epidemic period in the implementation of relevant policies. VIII. Support epidemic prevention and control shortage material production enterprises to improve production capacity, product grade and fill in gaps, adopt the support method of giving subsidies in the process of project construction, according to 50% of the total investment in fixed assets of the construction project to give financial support, a single project support fund does not exceed 5 million yuan. IX. Encourage and support enterprises and institutions to carry out the construction of engineering research centers in the fields of Novel Coronavirus detection reagents, vaccines, therapeutic antibodies and inhibitors, Using the support method of giving subsidies in the process of project construction, the proportion of subsidies for fixed asset investment in construction projects will be increased from 10% to 50% as stipulated in the Measures for the Administration of Dalian Engineering Research Center. X. Support enterprises to carry out apprenticeship training or job skills upgrading training for newly recruited or waiting workers, and the subsidy funds advanced to enterprises before training will be increased from 30% to 50%. XI. On the basis of ensuring that the financing cost of enterprises in 2020 is not higher than that of the same period in 2019, the comprehensive financing cost of inclusive enterprises will be reduced by another 0.5 percentage points. We will support banks to seamlessly link up the financing turnover of eligible enterprises, and adopt preferential pricing for internal capital transfer and reduction of service charges to reduce the pressure on enterprise capital turnover and financial costs. Financial institutions are encouraged to provide preferential interest rate credit support to relevant enterprises directly involved in the production, transportation and sales of medical goods and living materials directly involved in the prevention and control of the epidemic. XII. For enterprises in processing and manufacturing, wholesale and retail, accommodation and catering, logistics and transportation, cultural tourism and other industries that encounter temporary difficulties, all kinds of financial institutions are not allowed to withdraw loans, cut off loans or press loans. If the enterprise has difficulties in repayment, it can adjust the repayment plan, extend the period and renew the loan according to the actual situation to help the enterprise tide over the difficulties. The support targets of these policies and measures are enterprises that conform to the 'Regulations on Small and Medium-sized Enterprise Classification Standards' jointly issued by the Ministry of Industry and Information Technology, the National Bureau of Statistics, the National Development and Reform Commission and the Ministry of Finance (No.300 [2011] of the Ministry of Industry and Information Technology), and the implementation period is until April 30, 2020. The responsible unit shall be responsible for the interpretation of each clause. The municipal government will study and issue further support measures according to the epidemic prevention and control and the operation of enterprises.
