In order to thoroughly implement the decision-making and deployment of the Party Central Committee, the State Council, the provincial Party committee and the provincial government on epidemic prevention and control, fully implement the work deployment of the municipal Party committee and the municipal government on overall planning of epidemic prevention and control and economic and social development, and further ensure the orderly construction of urban and rural areas in our city, with the consent of the municipal government, the following policy opinions are hereby put forward.
I. Slow down the collection of various taxes and fees, and effectively reduce the pressure on enterprises' funds.
1. For real estate development enterprises, construction enterprises, real estate brokerage companies, housing leasing enterprises and realty service enterprises that cannot file tax returns on schedule due to the impact of the epidemic, the enterprises shall apply for extension of tax returns according to law. If the tax cannot be paid on schedule due to special difficulties, the enterprise shall apply for a deferred tax payment according to law for a maximum of 3 months. 2. For construction projects that have obtained construction permits but cannot start according to the original time due to the impact of the epidemic, the validity period of the construction permits will be extended to the end of March. For the construction market administrative penalty cases that have issued administrative penalty decisions, the additional penalty during the implementation of the first-level emergency response measures for epidemic prevention and control in our province will be exempted. 3. Projects invested by the government or state-owned funds shall not be funded by the construction unit, and promise not to default on the project funds and pay the project funds in strict accordance with the contract. If the payment is not made according to the contract in the early stage, the payment shall be made as soon as All construction units should actively implement the project advance payment system to reduce the pressure on construction enterprises' project start-up funds. The annual bid bond system will be implemented for eligible enterprises to ease the financial pressure of enterprises. II. Increase the support of provident fund to ease the liquidity difficulties of enterprises.
4. Relax the requirements for the capping of the main body for real estate projects in cooperation with the housing accumulation fund. For projects applied by large-scale real estate development enterprises, the capping of the main body project shall be completed for projects below 8 floors, and the image progress of the main body project above 8 floors (including 8 floors) shall be completed by more than 2/3 of the total number of floors. The newly signed cooperation agreement can use on-site video or photos to replace on-site investigation of the progress of the project. 5. If the cooperation agreement between the real estate development enterprises and the subordinate offices of the housing provident fund management center cannot be renewed in time due to the impact of the epidemic, it may be extended as appropriate; If the employee fails to repay the loan normally due to the impact of the epidemic situation, it shall not be dealt with within the time limit stipulated by the higher authorities. Relevant businesses such as portfolio loan contact forms, housing provident fund deposit and use certificates for employees with loans from other places, and transfer of provident fund loans that have not been handled in time due to the impact of the epidemic after January 1, 2020, can be postponed. III. Optimize services, simplify the approval process, support enterprises to resume work and production
6. The procedures for the identification, project initiation and land planning of emergency projects to combat the epidemic situation are based on the minutes of government meetings. The relevant procedures can be filled after the gaps are filled. The main construction unit can take the lead in completing the projects within 6 months after the completion of the projects. All relevant departments should open up green channels. The construction unit may choose the construction drawing review, supervision cost, survey and design units by inquiry or direct entrustment. For bidding and other formalities that cannot be completed, power of attorney and other means can be used instead. 7. In order to ensure the orderly construction of urban and rural areas in our city, Governments at all levels and relevant departments should organically combine epidemic prevention and control with the resumption of work by enterprises, improve the efficiency of project approval, fully implement 'no meeting' approval, make full use of Dalian's joint approval platform and hotline for construction projects, strengthen approval guidance services, and implement online and appointment offices for construction project approval items. Through the 'notification commitment system' and strengthening supervision during and after the event, we will speed up the formalities and support enterprises to resume work as soon as possible. 8. Make every effort to promote the electronic bidding process of construction projects, reduce the bidding cost of enterprises, implement bidding activities in different categories, and ensure the orderly development of bidding during the epidemic prevention and control period. IV. Appropriate adjustment of pre-sale, price guidance policies, to support enterprises in advance sales
9. Buildings within the scope of construction permits have been obtained, If the epidemic situation affects the construction, when applying for the pre-sale permit by means of pre-sale fund supervision, the investment in development and construction funds shall reach more than 25% of the total investment in the project construction (the image progress requirements of prefabricated buildings shall remain unchanged), and the method of informing the commitment may be adopted, and the commitment submitted by the construction unit shall be accepted first. 10. Real estate development enterprises greatly affected by the epidemic situation may apply for appropriate adjustment of the declared pre-sale housing price on the premise of keeping the average price stable. All real estate development enterprises and brokerage agencies can carry out offline and online housing sales on the premise of doing a good job in epidemic prevention and control after resuming work according to regulations. If the above policy opinions do not specify the implementation period, the validity period shall end until the end of the provincial novel coronavirus pneumonia epidemic prevention and control emergency response.
