The circular pointed out that since the 18th National Congress of the CPC, the CPC Central Committee with Comrade Xi Jinping at the core has made a series of important arrangements to comprehensively and strictly govern the Party and strengthen the construction of the Party in government organs. According to the new situation, tasks and requirements, the CPC Central Committee revised the 'Regulations on the Work of Grassroots Organizations of the Communist Party of China and State Organs' issued in June 2010. The circular stressed that the revised 'Regulations', guided by Xi Jinping's new era of socialism with Chinese characteristics, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th National Congress of the Communist Party of China, adhere to the Party Constitution as the fundamental basis, and comprehensively regulate the work of grass-roots Party organizations in government agencies, which is the basic principle for the construction of government agencies in the new era. The revision and implementation of the 'Regulations' are of great significance for comprehensively improving the quality of Party building in government agencies, giving full play to the role of grass-roots Party organizations in government agencies, promoting government agencies' governance and the development of various undertakings, and serving for upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capability.
The circular pointed out that state-owned enterprises are an important material and political foundation for socialism with Chinese characteristics, and are an important pillar and relying force for the Party to govern and rejuvenate the country. Adhering to the leadership of the Party and strengthening the Party's construction are the 'root' and 'soul' of state-owned enterprises, and are the glorious tradition and unique advantages of state-owned enterprises in our country. Under the guidance of Xi Jinping's socialism with Chinese characteristics in the new era, the Regulations thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th National Congress of the Communist Party of China, implement the requirements of the Party Constitution, and comprehensively regulate the work of Party organizations in state-owned enterprises. The circular requires Party committees (leading Party groups) at all levels to earnestly fulfill the main responsibility of comprehensively and strictly governing the Party, to put the construction of the Party organs in an important position, and to push the construction of the Party organs to always go ahead and set an example. Party committees (leading Party groups) at all levels should proceed from the height of consolidating the Party's ruling foundation, take the construction of the Party in state-owned enterprises as an important task of governing the Party, pay close attention to it, take effective measures, strengthen the implementation of responsibilities, and promote the implementation of the 'Regulations' and see actual results. The Central Organization Department shall, in conjunction with relevant departments, strengthen supervision and guidance to ensure the implementation of the provisions of the Regulations.
