I. Background of the drafting of the Circular. In order to thoroughly implement the province's three-year special action plan for pollution prevention and control (2018-2020) and Three-year Action Plan for the City to Win the Defense of the Blue Sky (2018-2020), promoting the rectification of environmental protection inspectors of the central government, led by the Municipal Traffic and Transport Bureau, jointly with the Municipal Public Security Bureau, the Municipal Urban Administration Bureau, the Municipal Ecological Environment Bureau and the Municipal Finance Bureau, the Circular of Dalian Municipal People's Government on Carrying out Closed Refitting of Urban Construction Waste and Bulk Fluid Transport Vehicles (hereinafter referred to as the Circular) has been drafted and promulgated after deliberation and approval at the 60th executive meeting of the 16th Dalian Municipal People's Government, and shall take effect as of promulgation.

II. Scope of vehicles to be closed for retrofit and technical requirements for retrofit. Units and individuals (hereinafter referred to as vehicle owners) engaged in the transportation of urban construction waste and bulk fluid materials within the administrative areas of this city, the transportation vehicles shall adopt the closed container mode, be driven by the motor, and be automatically opened and closed by hinges dragging the container tarpaulin. The closing mode shall adopt the push-pull closing mode to prevent overloading, goods falling off and spillage. If the newly acquired vehicles do not meet the above standards, they will also be closed for retrofitting.

III. Closed refitting work flow. The vehicle owners shall, from the date of promulgation of the Circular, submit an application to the transportation department of the place where the vehicle is registered. After being qualified for modification by the production enterprise of modified vehicles for civil use, they shall apply to the public security traffic management department for the Closed Record Certificate of Bulk Fluid Transport Vehicles on the basis of the Registration Form for Refitting Bulk Fluid Transport Vehicles, the vehicle owner's certificate, the motor vehicle registration certificate, the driving certificate and the Product Qualification Certificate. Vehicle owners engaged in slag discharge business shall also apply to the Municipal Urban Administration for a new version of Construction Waste Transport Vehicle Permit with the Closed Record Certificate of Bulk Fluid Transport Vehicles, as the old version is invalid. 

IV. How the civil refitting vehicle manufacturer participates in the vehicle refitting. . Any local or outside-town civil refitting vehicle manufacturer announced by the Ministry of Industry and Information Technology may register with the municipal transportation department within 15 days from the date of promulgation of the Circular, and may participate in the refitting of the vehicle after being registered by the municipal transportation department and announced to the public. Vehicle owners may choose from among the publicly-owned enterprises.

V. Subsidy funds and application conditions for the refitting. The municipal government shall subsidize the owners of the vehicles whose domiciles are Zhongshan District, Xigang District, Shahekou District, Ganjingzi District and High-tech Industrial Zone and make the application before November 30, 2019, and who have completed the refitting according to the technical requirements of the refitting before January 31, 2020, with a maximum amount of RMB 8800 Yuan per vehicle, of which the subsidy standard is RMB 6800 Yuan per vehicle for vehicles less than 5.6 meters in length. If the length of the carriage is more than 5.6 meters (inclusive), the subsidy standard shall be RMB 8800 Yuan for each one, and the excess cost shall be borne by the owner himself. Vehicles that do not fall within the above-mentioned scope shall not enjoy the subsidy policy of the municipal government. Other districts, cities, counties and pilot districts may establish their own subsidy standards according to the actual situation of local finance.

VI. Management measures taken by the industry management department after the transition period. The transitional period for vehicle closure and retrofit is from the date of the announcement to 31 January 2020. After the transition period, the Municipal Administration of Cities, the Municipal Bureau of Ecological Environment, the Municipal Bureau of Transport and the Municipal Public Security Bureau will carry out joint enforcement actions and investigate and punish illegal vehicles in accordance with the Law of the People's Republic of China on the Prevention and Control of Air Pollution and other laws and regulations.
