In 2015, a practical training program is worked out by Talent Employment Center of Lvshunkou District according to the employment requirements of people with special needs to give full play to the role of development zone and 7 employment training bases of rural street and help and guide social security bureaus to develop training programs.

In addition, Talent Employment Center of Lushunkou District and all social security bureaus work hard together by countryside and collective training to establish 3-level training networks including district, street and village committee with the aim of reducing the training costs and offering convenience for people to take part in the training.
