Continue to Eliminate “Large Class Limit” in the Compulsory Education

Education involves each family and the future of a country and a city. On  2nd conference of 13th Dalian People’s Political Consultative Conference this year, a series of topics on education and livelihood such as “Special Education”, “Campus Bookstore”, “Focus on Crime of Juveniles”, “Rural Schools” and “Large Class Limit” are highlighted by members.

 

Three lines of defense are established to prevent against youth crime.

 

After investigation, Zhao Hui as a member of Dalian People's Political Consultative Conference finds that juvenile crimes are diversified, e.g. theft, robbing, raping, seizing a person for extortion, drug taking and trafficking and soft drug. Juveniles are mainly affect by violent scenes in the films and television programs and violent games such as gunplay, drag racing and hacking. He recommends schools, families and society to jointly build three lines of defense for the juvenile crim. The schools and surrounding environments shall be mainly cleaned to clean spirit “pollution source”. 

 

Shi Yan as a member of Dalian People's Political Consultative Conference finds that the adult product stores are growing. She recommends to check and govern stores within at least 200m from the school gates. If the stores cannot be canceled, they shall be governed to avoid unattended commodity sale store, showcase store and stores with sexy poster title. “Blockage” shall be regarded as the main work goal and “speaking of sex” shall not become a taboo. Sexual protection education shall not be a compulsory course for juvenile education.

 

Stick to “Special handling for special things” in special education

 

The special education has developed quickly in Dalian city. There is 11 special education schools. 1 special education school is for visual impairment and hearing impairment education, 10 schools are for mental retardation education. All schools satisfy the national standards on the special education schools. Now 1249 students study at the special education schools, 956 students study in the class and 443 students receive the home education, so the enrollment rate of disabled children is 99.8%.

 

Lin Li as a member of Dalian People's Political Consultative Conference recommends to actively create conditions for plentiful disabled children to accept preschool education, occupational high-school education and higher education. Especially some professional courses are provided for disabled at occupational and technical secondary schools and universities, so it lays solid foundation for disabled to work and independently survive in the society. The rule of “special handling for special things” in the special education shall be obeyed and the governments shall buy the special service to make students enjoy professional medical rehabilitation and occupational education.

 

Entity bookstores shall not be “lack” at the campus

 

In Jun, 2016, 11 departments such as the Propaganda Department of the Central Committee of the CPC printed and issued “Guidance on support for development of entity bookstores”, which regulates “Construction of the campus bookstores shall be guided and promoted at the universities and each university shall have at least one qualified campus bookstore.”  During recent years, campus bookstores have been successfully tried in Shanghai, Hunan and Shandong.

 

Wang Yansheng as a member of Dalian People's Political Consultative Conference proposes that the entity bookstores shall not be “lack” at a campus. Some attempts and exploring work have been performed during construction of the campus bookstores in Dalian, but the gap from full coverage is big. It is recommended to explore composite business mode at the campus bookstores. These bookstores not only sell “good books”, but also provide comprehensive cultural services such as reading, learning, show and exchange, subject training and cultural originality and leisure as one step in the campus cultural ecology chain and become “culture guest hall” and academic saloon at the campus.

 

Continue to eliminate “Large Class Limit” in the compulsory education

 

The municipal Party committee of National League for Democracy focuses on “Large Class Limit” phenomena during the compulsory education. Now there are 720 schools for compulsory education, in which 82 schools have Large Class Limits and account for 12%. The schools with Large Class Limit in Jinpu New District accounts for 40%, the schools with Large Class Limit in High-Tech District accounts for 23% and the schools with Large Class Limit in Ganjingzi District accounts for 20%.

 

It is recommended to innovate the financing mode, speed up construction of public schools by using multiple methods such as liquidation, creation, fitting, lease and social force construction and support development of private schools. When academic degrees cannot be expanded by new schools during a short period, the governments can provide students in the compulsory education phase at the private schools with free teaching book and exercise book, exempt school sundry fees, and provide office fee according to the fee standard per student.

 

Strengthen support for “Internet + education” of rural schools

 

Now the rural school age population significantly reduces and schools continuously reduce. Partial rural villages become “shell schools”. Layout of rural schools are adjusted in districts and “one school is planned for one village” in partial towns.

 

The municipal Party Committee of the Democratic Progressive Party reinforces building of the rural teacher teams, carries out special training plan of rural teachers, strengthens teacher training via “Internet + ” education and counterpart operation, plays the academic and intelligent support role of organizations such as local universities and education academies, guides professional development of rural teachers, provides teachers with preferential policies in technical title evaluation and employment and award, and optimizes development environment of teachers.
