As major hospitals always have a lot of patients, the problems of difficulty in getting medical service and high cost still exist. Through in-depth survey on outpatient pressure of tertiary hospitals, members of CPPCC proposed to fully implement the system of appointment-driven diagnosis and treatment + real-name registration.

CPPCC member Ding Yinping said that the city currently has 141 medical institutions, in which 24 are tertiary hospitals, including 7 Grade III-A hospitals. Ding suggested the delivery of some advanced large equipment and instrument to Grade II or below grass-root medical organizations through municipal financial balance appropriation or finance lease to meet basic material conditions and standards. She emphasized the policy of increasing medical resourcing to grass-root medical organizations and implementing the hierarchical medical system and suggested the full implementation of appointment-driven diagnosis and treatment + real-name registration.
