Xi Jinping Meets French President Macron

Chinese President Xi Jinping held talks with French President Emmanuel Macron in the Great Hall of the People on November 6.


“Yesterday, you and I attended the opening ceremony of the Second China International Import Expo. In our speech, we sent a strong signal to the world to firmly uphold multilateralism and free trade and build an open world economy,” Mr. Xi said. “We also had frank, in-depth and fruitful exchanges on many topics of common concern, which enhanced mutual understanding and trust. China and France, as permanent members of the UN Security Council and representatives of East and West civilizations, should strengthen strategic communication, shoulder more responsibilities and show great powers' responsibilities in the face of the great changes that have not occurred in the world in the past century. I am ready to work with you, face the world, face the future, and face the people to push the comprehensive strategic partnership between China and France to a higher level, and continue to be at the forefront of major-country relations.


Xi Jinping stressed that China-France relations are showing a strong momentum of development. Since my successful state visit to France in March this year, the consensus we have reached is being actively implemented. The completion and commercial operation of units 1 and 2 of Taishan Nuclear Power Plant has provided a successful example for the construction of the third generation nuclear power plants in the world. The two countries jointly issued a list of the second batch of China-France industrial cooperation demonstration projects. The Chinese government has just successfully issued 4 billion euros of sovereign bonds in Paris. China and France have also jointly pushed for the conclusion of negotiations on an agreement on geographical indications between China and the EU. China is ready to work with France to focus on six major objectives, promote all-round and in-depth development of exchanges and cooperation, and achieve more tangible results.


First, it is necessary to maintain and enhance political mutual trust. To continue to respect each other, the expression of mutual sovereignty, territorial integrity, core interests and major concerns should be put into action. We will strengthen exchanges and cooperation among the legislature, political parties and the armed forces, and support and encourage exchanges between central and local departments. Strengthen cyber security and counter-terrorism cooperation.


Second, we should continue to promote cooperation in large-scale projects. China is committed to deepening cooperation with France on the entire nuclear energy industry chain, encouraging and supporting Chinese enterprises to explore new cooperation with France in the China-France and third-party markets, and strengthening the foundation of nuclear energy and joint research and development of new and high technologies. We will implement new cooperation in the fields of aviation and aerospace.


Third, we should expand the opening of two-way markets. China is willing to expand two-way trade and investment with France, promote trade and investment liberalization and facilitation, and jointly uphold market rules and the principle of fair competition. It is hoped that France will implement its stated position of not engaging in discriminatory policies against China. China is willing to import more high-quality and safe French agricultural food products and carry out all-round agricultural cooperation in accordance with market demand. We will strengthen exchanges and cooperation in the field of intellectual property rights and support the speedy conclusion of an ambitious and balanced China-EU investment agreement.


Fourth, we should promote the alignment of the Belt and Road Initiative with the EU's Euro-Asian connectivity strategy. We will promptly implement the list of demonstration projects that have been identified, and actively promote more enterprises to participate in third-party market cooperation and jointly build green development along the Belt and Road.


Fifth, deepen innovation cooperation and jointly achieve sustainable development. We will promote scientific and technological cooperation between China and France to a deeper level, strengthen cooperation in the fields of environment protection, including biodiversity conservation, and welcome more French enterprises to participate in the construction of Wuhan Ecological Demonstration City of China and France. We will expand practical cooperation in the fields of new energy vehicles, intelligent network union automobile and artificial intelligence.


Sixth, we should promote exchanges and mutual learning among civilizations. Jointly celebrate the 2021 China-France Year of Cultural Tourism and strengthen cooperation in museums, cultural heritage protection and other fields.


Xi Jinping stressed that China is willing to strengthen cooperation with France in multilateral mechanisms such as the United Nations and the Group of 20, firmly uphold the international system with the United Nations at its core, the international order based on international law, and the multilateral trading system with the rules of the World Trade Organization as the cornerstone, and promote the reform of the World Trade Organization in the right direction by consensus, especially in safeguarding the development rights and interests of developing countries. We will adhere to the principle of common but differentiated responsibilities, encourage more countries to participate in international cooperation to address climate change and fully and thoroughly implement the Paris Agreement.


Macron said that he was glad to visit China again on the occasion of the 55th anniversary of the establishment of diplomatic ties between France and China, and that frequent contacts between President Xi Jinping and I have deepened French-Chinese friendship and political mutual trust and promoted practical cooperation. I fully agree with President Xi Jinping's views on deepening France-China cooperation. France and China share the same position on many major international issues. Under the current international situation, France and China, as two major powers, have a particularly important responsibility. France has played an important exemplary role in strengthening dialogue and cooperation with China. The French side is willing to properly handle some differences between the two sides in the spirit of mutual respect. French enterprises are eager to seize the opportunity of China's opening wider to the outside world, further enter the Chinese market, expand exports of agricultural products to China, strengthen cooperation in traditional fields such as aviation, aerospace and civil nuclear energy, and expand cooperation in scientific and technological innovation, finance and other fields. China's issuance of euro bonds in France is of great significance to France. The French side is open to cooperation between Chinese enterprises and will not close the market door to Chinese enterprises. France is ready to promote the alignment of the Belt and Road Initiative with the European Union's Euro-Asian connectivity strategy and jointly build a green Belt and Road Initiative. China and France should expand people-to-people and cultural exchanges and promote mutual learning among civilizations. France and China should jointly uphold multilateralism, strengthen strategic communication and coordination on issues such as counter-terrorism and the Iranian nuclear issue, and promote early progress in WTO reform.France and China will jointly publish the France-China Beijing Initiative on Biodiversity Conservation and Climate Change, and the two countries can play a leading role on these important issues. In the current uncertain world, it is of vital importance for the EU to deepen its cooperation with China, and France is willing to push forward the in-depth development of EU-China relations and speed up the negotiation process of the EU-China investment agreement.


After the talks, the two heads of state witnessed the signing of a number of cooperation documents covering such areas as aerospace, nuclear energy, emergency management, cultural heritage, agriculture, industry, nature conservation, finance and trilateral cooperation.


The two heads of state met with Chinese and foreign journalists and jointly witnessed the signing by China and the EU of the Joint Declaration on the Termination of the Agreement between the Government of the People's Republic of China and the European Union on the Protection and Cooperation of Geographical Marks.


The two countries jointly issued the Action Plan for China-France Relations and the France-China Beijing Initiative on Biodiversity Conservation and Climate Change


Witnessed by Macron, Xi Jinping accepted credentials from France's new ambassador to China, Luo Liang.
