The Second China International Import Expo opened at the Shanghai National Convention and Exhibition Center on November 5. Chinese President Xi Jinping attended the opening ceremony and delivered a keynote speech entitled "Openness and Cooperation for a Shared Future." He stressed that all countries should work together to build an open, cooperative, innovative and shared world economy with a more open mindset and action, and reiterated that China's door to opening up will only grow wider and wider, and that China will continue to promote reform, development and innovation through opening up and continue to promote a higher level of opening up.
At 9:30 a.m., Mr. Xi walked into the meeting with foreign leaders.
Amid loud applause, Xi Jinping announced the official opening of the Second China International Import Expo. Xi Jinping delivered a keynote speech.
“A year ago, we successfully hosted the first China International Import Expo here,” Mr. Xi said. “Today, more friends are coming. I am sure that all of you will be able to take advantage of this opportunity and return home satisfied. Last year, I announced five measures for China to open wider to the outside world at the first session of the Expo, and put forward three requirements for Shanghai to open wider to the outside world. Over the past year, these opening-up measures have been basically implemented.”
Xi Jinping stressed that economic globalization is a historical trend. Although there will be some back waves, although there will be many dangerous shoals and reefs, the momentum of the river forward is no one can stop. No country can solve the difficult problem of world economic development on its own. All countries should adhere to the concept of giving priority to mankind, adopt a more open mindset and approach, work together to make the cake of the global market bigger, put in place a mechanism for global sharing, and make global cooperation work, and work together to make economic globalization more dynamic and less resistance.
Xi Jinping has put forward several proposals:
First, we should work together to build an open and cooperative world economy. In the face of contradictions and frictions, consultation and cooperation are the right path. As long as we treat each other as equals and mutual understanding and accommodation, there will be no problem that cannot be solved. We should continue to pursue development through openness, adhere to the principle of "holding hands" rather than "letting go", adhere to the principle of "breaking down walls" rather than "building them", and resolutely oppose protectionism and unilateralism.
Second, we should work together to build an open and innovative world economy. Countries should strengthen innovation cooperation, promote in-depth integration of science and technology with the economy, strengthen the sharing of innovation results, support enterprises to carry out technology exchange and cooperation independently, and let the source of innovation flow fully. We should work together to strengthen the protection of intellectual property rights, instead of blocking them and creating or even widening the scientific and technological gap.
Third, we should work together to build an open and shared world economy. We should jointly uphold the international order based on the purposes and principles of the Charter of the United Nations, adhere to the core values and basic principles of the multilateral trading system, and promote the liberalization and facilitation of trade and investment. Increase support to least developed countries so that development gains reach more countries and people.
Xi Jinping stressed: Standing at a new historical starting point, China will only open wider and wider to the outside world. We will continue to promote reform, development and innovation through opening-up, and continue to open wider to the outside world at a higher level.
First, we will continue to expand market opening. China's middle-income group is the largest in the world, with huge market scale, huge potential and boundless prospects. The Chinese market is so big, welcome to come and have a look. China will actively build a more active domestic market, pay more attention to the role of imports, further reduce tariffs and institutional costs, foster a number of import trade demonstration zones for innovation, and expand imports of high-quality products and services from other countries.
Second, we will continue to improve the pattern of opening up. China will continue to encourage the Pilot Free Trade Zone to make bold experiments and break new ground, we will accelerate the construction of a free trade port in Hainan, continue to promote the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River Economic Belt, the regional integration of the Yangtze River Delta, and the construction of the Great Bay Area in Guangdong, Hong Kong, and Macao. We will formulate a new national strategy for ecological protection and high-quality development in the Yellow River basin, and enhance the linkage effect of opening up.
Third, continue to optimize the business environment. China will continue to quicken the pace of reform in key links and important areas in response to the outstanding contradictions that restrict economic development, and provide institutional guarantee for high-level opening and high-quality development with the modernization of the country's governance system and governance capacity. We will continue to improve the market-oriented, rule-of-law and international business environment, relax market access for foreign investment, continue to reduce the negative list, improve investment promotion and protection, information reporting and other systems, and improve the legal system for the protection of intellectual property rights.
Fourth, continue to deepen multilateral and bilateral cooperation. China support that necessary reforms of the world trade organization to enhance the authority and effectiveness of the multilateral trade system. It is hoped that the Regional Comprehensive Economic Partnership Agreement will be signed and enter into force at an early date. China will be happy to conclude high-standard free trade agreements with more countries. We will speed up negotiations on a China-EU investment agreement, a China-Japan-ROK FTA, and a China-Gulf Cooperation Council (GCC) FTA. China will actively participate in the cooperation among the United Nations, the Group of 20, APEC and the BRICS to push forward economic globalization.
Fifth, China will continue to advance Belt and Road cooperation. China will follow the principle of extensive consultation, joint contribution, and shared benefits, the philosophy of open, green, and clean cooperation, and a high-standard, people-centered, and sustainable approach to promote high-quality Belt and Road cooperation.
Facing the future, Xi Jinping pointed out, China will adhere to the new development concept, continue to implement the innovation-driven development strategy, focus on nurturing and strengthening new momentum, constantly push forward the transformation of methods, structural adjustment, and power generation, promote high-quality economic development, and bring new and more opportunities for world economic growth. He believe that the prospects for China's economic development are bound to be brighter and brighter.
Xi Jinping concluded by stressing that from a long historical perspective, China's development is a great cause that belongs to the progress of all mankind. Macron said that China's achievements in reform and opening up over the past 40 years and more have attracted worldwide attention, which can be regarded as the greatest event in human history and one of the important turning points in the contemporary international order. The ancient Silk Road is continuing today, bringing Europe and China closer together. China's success story shows that China needs to be open to the world, and the world needs to be open to China. Opening up is also Europe's choice. The countries highly appreciated and looked forward to China's further opening-up. In the context of globalization, all countries are faced with the problem of unbalanced development. Resorting to unilateralism, protectionism, the use of tariff weapons and jungle rules will not solve the problems facing the world today. This is not an option for France, nor for Europe. There were no winners in the trade war, and China's interests as an important trading partner of all countries, as well as multilateralism, free trade and the multilateral trading system, should be safeguarded. Prior to the opening ceremony, Xi Jinping had a group photo taken with foreign leaders, and cordially met with representatives of the world's top 500 entrepreneurs, representatives of foreign media at the "70-year China Development and Human Fate Community" forum, foreign ministers and heads of delegation at the WTO Small Ministers' Meeting.

The Second China International Import Expo was held from November 5 to 10. A total of 181 countries, regions and international organizations participated in the fair, and more than 3,800 enterprises participated in the fair.
Hong Qiao International economic forum was held on that same day, with more than 4,000 guest from all walks of life participate in the forum.
