Xi Jinping pointed out that China and the Philippines have maintained effective communication on the South China Sea issue. The two sides should shelve disputes, remove external interference, concentrate on cooperation, do practical things, and seek development. As long as the two sides handle this issue properly, the atmosphere for Sino-Philippine relations will be better, the foundation will be stabilized, and regional peace and stability will have an important guarantee. The two sides can make greater strides in the joint development of offshore oil and gas. The “Code of Conduct in the South China Sea” is an initiative to establish rules and regulations for the South China Sea.
