On June 12, President Xi Jinping will start a state visit to Kyrgyzstan and Tajikistan and attend the 19th meeting of the Council of Heads of State of the member states of the Shanghai Cooperation Organization and the 5th summit of the Conference on Interaction and Confidence-Building Measures in Asia.
This is another major diplomatic move by China after President Xi Jinping visited Russia earlier this month. Experts said that this visit, which combined bilateral and multilateral approaches and had a compact and rich schedule, was of great significance for deepening China's relations with the visiting countries, promoting the high-quality development of "Belt and Road " and planning cooperation between SCO and CICA at a new starting point.
First key phase: head-of-state diplomacy---making a new plan for the relations between the two countries
During his visit, President Xi Jinping will attend a series of state events held by Kyrgyz President Zheenbekov and Tajik President Rahmon respectively, and make new plans and new arrangements for the future development of China-Kyrgyzstan and China-Tajikistan comprehensive strategic partnership with the two heads of state.
Experts said that the head-of-state diplomacy plays a strategic leading role in the development of bilateral relations. In late April this year, Zheenbekov and Rahmon came to China to attend the 2nd "Belt and Road " International Cooperation Summit Forum. Kyrgyzstan and Tajikistan are eagerly looking forward to President Xi Jinping's visit. In Kyrgyzstan, Zheenbekov attended the launch of the first volume of Xi Jinping: The Governance of China in Kyrgyz and the Sino-Kyrgyz Governance Seminar on June 8. Rahmon said that the development of relations with China had always been Tajikistan's diplomatic priority.
"China-Kyrgyzstan and China-Tajikistan relations can be said to be a model of equal exchanges and sincere cooperation between large and small countries." Sun Zhuangzhi, director of the Institute of Russian, Eastern European & Central Asian Studies, said that under the leadership of the head of state's diplomacy, China-Kyrgyzstan and China-Tajikistan relations had been upgraded to comprehensive strategic partnership respectively. He believed this visit would inject new and strong impetus into the cooperation between China and Kyrgyzstan and between China and Tajikistan in various fields.
Second key phrase: "Belt and Road" --- Drawing a new blueprint for mutually beneficial cooperation
During President Xi Jinping's visit to Central Asia in 2013, he put forward the initiative to build a Silk Road Economic Belt. In recent years, the construction of "Belt and Road" in Central Asia is in full swing and plays an important role in improving regional infrastructure, serving national development and people's well-being.
According to the analysis, President Xi Jinping's visit to Central Asia will "help" build the "Belt and Road" cooperation between China and Kyrgyzstan and between China and Tajikistan, and turn high-level political mutual trust into more tangible cooperation results.
Among the visiting countries, Kyrgyzstan was one of the first countries to support and participate in the joint construction of "Belt and Road ", while Tajikistan was the first country to sign a memorandum of understanding with China on the joint construction of the Silk Road Economic Belt. At present, both countries are actively pushing forward their respective national development strategies to further connect with "Belt and Road".
"Kyrgyzstan and Tajikistan are both landlocked countries, both of which are at a critical stage of development and both face the needs of infrastructure improvement and economic structure upgrading." He also said that Central Asian countries, including Kyrgyzstan and Tajikistan, joined the "Belt and Road", which was conducive to promoting regional peace and stability and common development and prosperity.
Deng Hao, Secretary General of the Research Center of China's Shanghai Cooperation Organization, said that practical cooperation between China and Kyrgyzstan and between China and Tajikistan had great potential from bilateral trade to tourism, education and other fields. Third key phrase: Two major summits--- Promoting new development of cooperation mechanism
Beside the state visit, President Xi Jinping will also attend the SCO summit in Bishkek, Kyrgyzstan, and the CICA summit in Dushanbe, Tajikistan, to launch China's initiative and propose China's plan on these two multilateral stages.
The two summits have a common feature---the last summit was held in China. Experts said that the two summits will push forward the further implementation of the important outcomes of the 2018 SCO Qingdao Summit and the 2014 CICA Shanghai Summit, and discuss new cooperation around new changes in the international and regional situation and new development needs.
"The SCO Bishkek Summit is a continuation of the Qingdao Summit and a further expansion of the effect of the Qingdao Summit." Deng Hao said. As the first summit after the expansion of the SCO, the Qingdao summit has pointed out the direction and goals for the SCO. In the face of the unprecedented changes in the world in a century, how the SCO can take the initiative to provide more positive energy and certainty for the international community will be one of the highlights of the Bishkek summit.
Sun said that the common, comprehensive, cooperative and sustainable concept of Asian security put forward by President Xi Jinping at CICA's Shanghai Summit has become increasingly popular and its influence has been constantly demonstrated. The complex security situation in Asia and the great differences among countries require CICA as a platform for security dialogue. Tajikistan succeeded China as CICA's chair in September last year. It is believed that the Dushanbe Summit will further promote dialogue and cooperation among all parties on the basis of the previous one.
During the two summits, President Xi Jinping will conduct various forms of communication and interaction with the leaders present. Experts said that the Chinese voice at the summit is worth looking forward to in the face of the time task of building a new type of international relations and a community of human destinies.
