In order to promote the prevention and control of novel coronavirus pneumonia and economic and social development in Dalian as a whole, Focus on helping small and micro enterprises and individual industrial and commercial households in the city's service industry to ease the pressure on housing rents, The Municipal Development and Reform Commission, in conjunction with the Municipal Finance Bureau, the Municipal Housing and Urban Construction Bureau, the Municipal Commerce Bureau, the Municipal State-owned Assets Supervision and Administration Commission, the Municipal Market Supervision Bureau, the Municipal Finance Bureau, the Municipal Tax Bureau, the Dalian Central Sub-branch of the People's Bank of China and other departments, actively planned. The "Implementation Plan" has formulated specific assistance measures from the aspects of housing rent policy, fiscal and taxation preferential policies, financial support and stabilizing the housing rental market, which will play a positive role in effectively relieving the operating pressure of small and micro enterprises and individual industrial and commercial households in the service industry in Dalian.

 

The "Implementation Plan" proposes that relevant subjects of state-owned housing lease should take the lead in fulfilling their social responsibilities, actively help small and micro enterprises and individual industrial and commercial households, encourage non-state-owned housing lease relevant subjects to reasonably share the losses caused by the epidemic on the basis of equal consultation, and financial institutions should give appropriate support as needed. The policy on housing rent relief and deferred payment will give priority to helping small and micro enterprises and individual industrial and commercial households in catering, accommodation, tourism, education and training, intermediary, housekeeping, cinema and theater, beauty salons and other industries seriously affected by the epidemic and difficult to operate.

During the year, lessors who were exempted from rent for one month or more for small and micro enterprises and individual industrial and commercial households in the service industry were exempted from rent, and the property tax and urban land use tax exempted from rent from the second quarter to the fourth quarter of this year were halved. During the year, individual industrial and commercial households that have temporarily lost their sources of income in wholesale and retail, accommodation, catering, logistics and transportation, cultural tourism and other industries greatly affected by the epidemic will be included in the scope of venture guarantee loan support. Eligible small and micro enterprises and individual industrial and commercial households can apply for venture guarantee loans in accordance with regulations, and the financial department will give corresponding discount interest.

 

Actively increase financial support. For lessors who actually reduce or exempt housing rents, state-owned banking financial institutions shall be guided to give preferential interest rate pledge loan support based on housing rental income within the year as necessary. For small and micro enterprises and individual industrial and commercial households in the service industry that have difficulty in repayment, according to the application of relevant subjects, a temporary deferred principal and interest repayment arrangement for a certain period of time will be granted, and the principal and interest repayment date will be extended to March 31, 2021, with no penalty interest.

 

Effectively stabilize the housing rental market. Governments at all levels and relevant departments shall establish and improve the mediation mechanism for housing lease disputes, guide both parties to the lease to resolve lease disputes caused by the epidemic through negotiation, and help small and micro enterprises and individual industrial and commercial households in the service industry to tide over the difficulties. Encourage the direct lease of state-owned housing to small and micro enterprises and individual industrial and commercial households in the service industry.
