Dalian Implements a Special Support Plan for Enterprise Job Stabilization and Post Expansion to Ensure a Stable Employment Situation

According to information from the Municipal People's Social Security Bureau, the Municipal People's Social Security Bureau has strengthened its bottom-line thinking, paid attention to precise policy implementation, insisted on assisting enterprises, stabilizing posts, expanding employment and protecting people's livelihood simultaneously, vigorously implemented post stabilization return, replacing training with work, supported enterprises to stabilize posts, encouraged enterprises to absorb employment, guaranteed the basic livelihood of workers, and worked hard to maintain the stability of the employment situation in the city. From now on, our city will officially launch a special support plan for enterprises to stabilize and expand their posts.

 

"Return" means to further strengthen the return of stable posts. All regions should conscientiously implement the spirit of a series of documents such as "Several Opinions of Liaoning Provincial People's Government on Further Implementing the Employment Priority Policy and Further Doing a Good Job in Stabilizing Employment" (Liao Zheng Fa [2020] No.9) and "Implementation Opinions of Dalian Municipal People's Government on Further Doing a Good Job in Stabilizing Employment" (Da Zheng Fa [2020] No.18), do a good job in the return of unemployment insurance.

 

"Extension" means to further broaden the scope of training on behalf of workers. For all kinds of enterprises that newly recruit college graduates who leave school within 2 years, sign labor contracts with a term of more than 1 year, pay social insurance premiums in accordance with the law and carry out training on behalf of workers, according to the number of newly recruited college graduates, enterprises will be given monthly vocational training subsidies (the subsidy standard for college graduates who meet the difficult conditions can be increased by 20%). For small and medium-sized micro-enterprises that absorb people with employment difficulties, zero-employment family members and registered unemployed people for employment, and carry out training on behalf of workers, they will be given monthly subsidies for vocational training according to the number of people absorbed, with a maximum subsidy period of not more than 6 months (the acceptance period of the subsidy policy for vocational training on behalf of workers will end on December 31, 2020). For small and medium-sized micro-enterprises that have been shut down due to temporary difficulties in production and operation affected by the epidemic (for foreign trade, accommodation, catering, cultural tourism, transportation, wholesale and retail industries that are greatly affected by the epidemic, the scope of subsidies shall be extended to large enterprises according to the above standards), if employees are organized to carry out training on behalf of workers, subsidies shall be given to enterprises according to the 200 yuan standard per person per month.
