In order to actively cope with the aging of the population and in accordance with the decision-making arrangements of the 19th National Congress of the CPC, the CPC Central Committee and the State Council recently issued the Medium-and Long-Term Plan for the State to Actively Meet the Aging of Population (hereinafter referred to as the Plan). The Plan is a strategic, comprehensive and guiding document for China to actively cope with the aging of its population by the middle of this century, from the near to 2022, from the medium to 2035 and from the long-term perspective to 2050.
The Plan points out that the aging of the population is an important trend of social development, an embodiment of the progress of human civilization, and the basic national conditions of China for a relatively long period of time to come. The aging of the population has a far-reaching influence on the whole field of economic operation, the links of social construction, the social and cultural aspects, and even the comprehensive strength and international competitiveness of the country. Challenges and opportunities coexist.
The Plan stresses that actively responding to the aging of the population is an inherent requirement for implementing the people-centred development concept, a necessary guarantee for achieving high-quality economic development, and an important measure for safeguarding national security and social harmony and stability. In accordance with the requirements of high-quality economic development, we should adhere to the supply-side structural reform as the main line, build a long-term institutional framework, formulate major policies that show results, adhere to the basic principles of active response, co-construction and sharing, moderate measure of force, innovation and openness, and embark on a path with Chinese characteristics to deal with the aging of the population.
The Plan sets out the strategic objective of actively responding to the ageing of the population, that is, the institutional basis for actively responding to the ageing of the population will continue to be consolidated, with abundant wealth reserves, rising human capital, stronger scientific and technological support, rich and high-quality products and services, a friendly social environment, economic and social development has always been in line with the aging process of the population, successfully built China into a powerful modern socialist country, and realized the Chinese dream of the great rejuvenation of the Chinese nation. By 2022, the institutional framework of China's active response to the aging of the population will be initially established. By 2035, the institutional arrangements for actively responding to the ageing of the population will be more scientific and effective. By the middle of this century, the institutional arrangements for dealing with the aging of the population, which are compatible with the socialist modern powers, are mature and complete.
The Plan deploys specific tasks to address the ageing of the population in five areas.
First, consolidate the social wealth reserve to cope with the aging of the population. By enlarging the total amount, optimizing the structure and improving the benefit, adapt the economic development to the aging of the population. By improving the national income distribution system and optimizing the distribution pattern among the government, enterprises and residents, steadily increase the reserve of old-age wealth. We will improve a fairer and more sustainable social security system and continue to improve the well-being of all people.
The second is to improve the effective supply of labor force under the background of aging population. By improving the quality of the birth population, improving the quality of the new labor force, building a lifelong learning system for the elderly, improve the overall quality of China's human resources. We will promote the development and utilization of human resources, achieve higher quality and fuller employment, and to ensure that the total number of human resources available to actively respond to the ageing of the population is adequate and of high quality
Third, to build a high-quality service and product supply system for the old. We will actively promote the building of a healthy China, and establish and improve a comprehensive and continuous health service system for the elderly that includes health education, preventive health care, disease diagnosis and treatment, rehabilitation care, long-term care, and hospice care. We will improve a multi-level pension service system that is home-based, community-based, well-developed and organically integrated with medical and nursing care, expand the supply of products and services suitable for the elderly through multiple channels and in multiple areas, and improve the quality of products and services.
Fourth, strengthen the scientific and technological innovation ability to deal with the aging of the population. We will implement the innovation-driven development strategy in depth, regard technological innovation as the first driving force and strategic support for actively responding to the aging of the population, and comprehensively improve the intelligence level of the national economic industrial system. We will improve the scientific and informational level of services for the elderly, strengthen the support of health science and technology for the elderly, and strengthen the research, development and application of assistive technologies for the elderly.
Fifth, to build a social environment of supporting, filial piety and respect for the elderly. Strengthen the legal environment to deal with the aging of the population and protect the legitimate rights and interests of the elderly. We should build a family support system, build a friendly society for the elderly, and create a good atmosphere in which the elderly, their families, society and the government can participate together.
The Plan requires upholding the leadership of the Party in actively responding to the aging of the population, upholding the overall responsibility of the main responsible persons of the Party and the government, strengthening the main responsibilities of governments at all levels in implementing the Plan, and further improving the organization and coordination mechanism. Promote international cooperation and promote policy dialogue and project docking with relevant Belt and Road countries to address the aging of the population. We will select regions with characteristics and representativeness to carry out comprehensive innovation experiments in dealing with the aging of the population. Establish and improve the working mechanism, implement the supervision and evaluation accountability system, strengthen the supervision of the implementation of the plan, and ensure the implementation of the plan.
