Yesterday, the Administrative Committee of Dalian Free Trade Zone held a press conference to launch the innovative measures of “replacing inspection with examination” and “non-intrusive inspection (non-sensory inspection)”, which marked that the customs inspection of Dalian Free Trade Zone had entered the era of “Internet plus inspection” based on enterprise credit management.
The so-called “audit instead of inspection” is based on enterprise credit management and audit reports issued by qualified intermediary agencies and the Customs does not conduct on-the-spot inspection of enterprises, forming a convenient follow-up supervision pattern of “independent declaration of enterprises, auditing by intermediaries, and non-violation of regulations and non-intervention by the Customs”.
The so-called “non-intrusive inspection”, that is to say, through the Internet and audio-visual technical means, the Customs carries out the remote inspection of enterprises by means of video contact and on-line exchange of information, uses the certificate storage cloud to ensure the legal effect of electronic legal documents and evidential information, and reduces or avoids the Customs’ on-site inspection of enterprises and the impact on the production and operation of enterprises.
The measures of “substituting audit for inspection” and “non-intrusive inspection (non-sensory inspection)” are a bold breakthrough and innovation based on the full interpretation and utilization of the current customs inspection policies and regulations. It is embodied in the following two aspects: First, the audit report issued by the intermediary institutions is directly promoted from “reference” to the basis of “customs non-enterprise non-compliance inspection”. Second, the “non-intrusive inspection (non-sensory inspection)” will directly replace the customs field inspection with the video remote inspection, which does not have substantial change in the inspection content and makes the inspection method more convenient.
After the implementation of two innovative measures, customs inspection will greatly reduce the management cost, personnel cost and time cost of enterprises. For example, the enterprises that implement “replacing inspection with examination” will be exempted from inspection by the Customs during the audit period, and the number of forensics will be reduced from 5-8 times to 0 as a result of on-the-spot inspection by the Customs during the audit period; and the number of forensics will be reduced from 5-8 times to 0 as a result of on-the-spot inspection by the Customs. The working hours of enterprises cooperating with inspection are reduced from 10-16 working days to 0. The number of personnel working with enterprises for inspection has been reduced from 10 to 0. According to the preliminary calculation, in the past, in order to deal with the cost of vehicles, personnel, inventory and stopping production, the cost of enterprises enjoying the innovative service of “audit instead of inspection” was directly reduced to 0, which realized the qualitative change of zero interference of inspection.
At the same time, the customs does not inspect the enterprise, which has a higher social credit benefit for the enterprise. It will help the enterprise to show a good external image, establish a good reputation in the domestic and international industry, and promote the development of enterprise management.
