Osaka, June 28 (Xinhua)(Reporter Luo Jun, Jiang Yi and Sun Yong)--The 14th Summit of G20 Leaders was held in Osaka, Japan, on the 28th. President Xi Jinping attended and delivered an important speech entitled "Joining hands to forge a high-quality world economy", stressing that the G20 should adhere to reform and innovation and tap the growth momentum. Adhere to keeping pace with the times and improve global governance; Insist on overcoming difficulties and breaking the bottleneck of development; Adhere to the spirit of partnership and properly handle differences. Xi Jinping announced that China will further open its market, strive to achieve high-quality development and make unremitting efforts to create a better tomorrow for the world economy.
 
Before the start of the summit, Xi Jinping and other leaders attending the meeting arrived in turn and were greeted by Japanese Prime Minister Shinzo Abe.
 
At noon local time, the summit will begin. Abe presided over and invited Xi Jinping to make a leading speech.
 
Xi Jinping pointed out that 10 years after the international financial crisis, the world economy has once again come to a crossroads. The G-20 has the responsibility to steer the world economy and global governance in a correct direction at a critical moment, enhance confidence in the market and bring hope to the people. We should respect the objective laws, give full play to the role of the market and meet the requirements of the development of productive forces. We should grasp the development trend, embrace development opportunities with greater openness, seek mutual benefits and win-win results with better cooperation, and guide economic globalization in the right direction. We should have a common future in mind, base ourselves on common interests, focus on long-term development, and strive to achieve lasting peace and prosperity in the world and the people of all countries to live and work in peace and contentment.
 
Xi Jinping made the following suggestions.
 
Firstly, persist in reform and innovation and tap the power of growth. We should vigorously promote structural reforms and strive to achieve high-quality development by developing a digital economy, promoting connectivity and improving social security measures. We should create a favorable market environment, respect, protect and encourage innovation, and promote international cooperation in innovation.
 
Secondly, we must keep pace with the times and improve global governance. We should strengthen the multilateral trading system and carry out necessary reforms to the World Trade Organization so that the World Trade Organization can more effectively implement its objective of opening up markets and promoting development. To ensure sufficient financial safety net resources, we must also make the representation of the international financial architecture more reasonable. We need to implement the Paris Agreement on Climate Change and improve energy governance, environmental governance and digital governance.
 
Thirdly, persist in overcoming difficulties and breaking the bottleneck of development. China has put forward the initiative to jointly build a "the belt and road initiative" with the aim of mobilizing more resources, tightening connectivity ties, releasing growth momentum, realizing market docking, and allowing more countries and regions to integrate into economic globalization. The G20 should continue to give priority to development in macroeconomic policy coordination and increase investment in development.
 
Fourthly, adhere to the spirit of partnership and properly handle differences. The G-20 members are at different stages of development. The key is to negotiate on an equal footing, seek common ground while reserving differences, manage differences and expand consensus in a spirit of mutual respect and trust.
 
Xi Jinping stressed that at present, China's economy is steadily improving. We will further launch a number of major initiatives to speed up the formation of a new situation of opening to the outside world and strive to achieve high-quality development.
 
Firstly, further open up the market. We are about to release the 2019 version of the negative list of foreign investment access to further expand the opening of agriculture, mining, manufacturing and service industries. Six new free trade experimental zones will be set up and a new area of Shanghai free trade experimental zone will be added to speed up the exploration and construction of Hainan free trade port.
 
Secondly, take the initiative to expand imports. We will further reduce the tariff level independently, strive to eliminate non-tariff trade barriers, and substantially reduce the institutional costs of import links. Do a good job in the 2nd China International Import Expo.
 
Thirdly, we will continue to improve the business environment. We will implement a new legal system for foreign investment on January 1 next year, introduce a punitive compensation system for infringement, strengthen civil judicial protection and criminal protection, and improve the level of intellectual property protection.
 
Fourthly, full implementation of equal treatment. We will completely remove restrictions other than the negative list of foreign investment access. In the post-admission period, all enterprises registered in China will be treated equally and without discrimination, and a complaint mechanism for foreign-funded enterprises will be established and improved.
 
Fifthly, vigorously promote economic and trade negotiations. We will push for the early conclusion of a regional comprehensive economic partnership agreement, accelerate the negotiation of the China-EU investment agreement and accelerate the negotiation process of the China-Japan-Korea free trade agreement.
 
Xi Jinping stressed that China is confident to take its own path and do its own thing well, coexist peacefully with other countries in the world, cooperate for win-win results, build a community of human destiny, and make unremitting efforts to create a better tomorrow for the world economy.
 
Leaders at the meeting discussed the world economic situation, trade, investment, innovation, digital economy and other issues. Many leaders said that the risks and uncertainties facing the world economy have obviously increased, and the serious harm caused by unilateralism and protectionism is worrying. All parties should maintain close communication and dialogue, maintain unity and cooperation, strengthen macro-policy coordination, promote structural reforms, deepen cooperation in areas such as innovation, response to climate change, energy, education and environment, safeguard the multilateral trading system, and carry out necessary reforms to the World Trade Organization. Many leaders also said that they should jointly oppose protectionism, safeguard the development space of emerging markets and developing countries, promote the reform of the global governance system, achieve strong, sustainable, balanced and inclusive growth of the global economy, and achieve high-quality development for the benefit of all peoples.
Before the summit, Xi Jinping also attended a special meeting on digital economy and was the first to speak at Abe's invitation. Xi Jinping pointed out that at present, the digital economy is developing rapidly and profoundly reshaping the world economy and human society. We must create a fair, just and non-discriminatory market environment. We must not engage in development behind closed doors, let alone artificially interfere with the market. To jointly improve the data governance rules, to ensure the safe and orderly use of data; To promote the integration and development of the digital economy and the real economy, strengthen the construction of digital infrastructure and promote connectivity; We should enhance the inclusiveness of the digital economy and bridge the digital divide. As a big digital economy country, China is willing to actively participate in international cooperation, keep the market open and realize mutual benefit and win-win.
