Xi Jinping Calls for Further Reform by Making the Best Use of the Situation to Plan Accurately

BEIJING, May 29 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, presided over the eighth meeting of the central committee for deepening overall reform on Wednesday. Xi, also Chinese president, chairman of the Central Military Commission, and head of the central committee for deepening overall reform, called for further reform to better serve the overall economic and social development. China's reform and development is undergoing profound transformation, facing more external uncertainties and unstable factors as well as new circumstances and problems concerning reform and development, he said. "We need to maintain strategic resolve, focus on solving problems, make best use of the circumstances, form overall plans, make accurate policy decisions, and work hard to prevent and resolve major conflicts and prominent issues," he said.
 
Li Keqiang, Wang Huning and Han Zheng, all members of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy heads of the reform committee, also attended.
 
Participants reviewed and approved 10 guidelines, plans and work report with topics ranging from innovating and improving macro-control to energy reform and food security.
 
The meeting stressed that China should "crack nuts" and solve new problems through deepening reforms, strengthening endogenous impetus for economic development and enhancing its ability to cope with challenges and resist risks.
 
The meeting stressed that promoting the revolution in energy production and consumption was the fundamental solution to ensure energy security and promote the harmonious coexistence between human beings and nature. Shanxi Province should try its best to improve the quality and efficiency of the energy supply system, deepen the reform of the energy system and strive to be the vanguard of the national energy revolution through comprehensive reform experiments.
 
The meeting pointed out that in order to push forward the reform of the film and television industry, it was necessary to comprehensively promote the reform from the aspects of perfecting the guiding mechanism of creative production, strengthening the law enforcement of industry management, and strengthening the construction of talent team. We should not only grasp the concrete problems that were generally concerned and strongly reflected by the masses at present, but also focus on the key problems that were strong in matching and affect the long term, such as the standards of the film and television industry and the integrity construction of employees, so as to form an effective long-term mechanism.
 
The meeting stressed that in order to strengthen the innovation capability and open cooperation, we must persist in planning and promoting scientific and technological innovation from a global perspective, attract and train highly skilled and short-sighted talents and enhance the ability to use global innovation resources. We needed to optimize the open cooperation service and environment, fully integrate into the global innovation network, and promote the construction of an innovative country.
 
The meeting stressed that grain reserves were an important material basis for ensuring national food security. It was necessary to scientifically determine the function and scale of grain reserves with the objectives of serving macro-control, regulating and stabilizing the market, responding to emergencies and enhancing national security capabilities.
 
The meeting pointed out that further promoting the transformation of customs and building a civilized countryside was an important part of the implementation of the strategy of revitalizing the countryside. We should take the socialist core values as the guide, strengthen the ideological and moral construction in rural areas, give full play to the role of the rural grassroots party organizations as battlegrounds and the vanguard and exemplary role of party members, and effectively play the important role of villagers' autonomy.
 
The meeting stressed that it was necessary to deepen the reform to solve difficult problems and new problems, speed up the reform and innovation, push forward the task implementation, strengthen the system integration, enhance the endogenous power of economic development, and enhance the ability to cope with challenges and resist risks. We should strengthen the evaluation of the actual effect of the reform, sort out the outstanding shortcomings and weaknesses, and promote the solution one by one in a targeted way. We should give priority to reforms that were related to the overall economic development, involve major institutional innovations, and are conducive to enhancing people's sense of access, giving priority to their implementation. For some major pilot tasks, we must hurry up, reverse the schedule and produce early results.
  
Members of the Central Reform Leading Group attended the meeting, and leading comrades of relevant departments of the Central Committee and state organs attended the meeting as nonvoting delegates.
