Recently, the General Office of the State Council issued the " Opinions on Further Strengthening the Management of Urban Rail Transit Planning and Construction" (referred to as "Opinions") to make arrangements for the planning and construction of urban rail transit in China under the new situation. Compared with the “Notice on Strengthening the Management of Urban Rapid Rail Transit Construction" issued by the General Office of the State Council in September 2003 (referred to as the "Notice"), the "Opinions" have tightened the reporting conditions for construction and the risk control of projects under construction.
The " bottom line" of fiscal revenue of cities applied for construction and regional GDP has been raised.
Compared with the "Notice", the "Opinions" have raised the relevant economic indicators for the construction of the subway and light rail.
Regarding the application of subway construction, the " bottom line" of the city's general public budget revenue and regional GDP for subway construction has been adjusted from 10 billion yuan and 100 billion yuan to 30 billion yuan and 300 billion yuan respectively. The “Notice” does not stipulate the initial passenger transport intensity of the proposed subway city. The "Opinions" stipulates that the initial passenger transport intensity of the proposed subway city should not be less than 7 thousand passengers per kilometer per day.
In terms of reporting the construction of light rail, the " bottom line" of the general public budget revenue and regional GDP for reporting the construction of light rail cities has increased from 6 billion yuan and 60 billion yuan to 15 billion yuan and 150 billion yuan respectively. The “Notice” does not stipulate the initial passenger transport intensity of the proposed light rail city. However, the “Opinions” clearly stipulate that the initial passenger transport intensity of the proposed light rail city should not be less than 4 thousand passengers per kilometer per day.
The financial investment in construction projects shall not be less than 40 %
The "Opinions" clearly state that urban rail transit projects (excluding tramcars) shall be approved by the provincial development and reform department according to the state-approved urban rail transit construction plan in accordance with relevant procedures, and the projects not included in the construction plan shall not be approved. It is strictly forbidden to construct subway and light rail projects in disguised form in the name of municipal supporting projects, trams, engineering test lines, tourist lines, etc. Cities that have approved the construction of urban rail transit projects should reasonably grasp the pace of construction, strive to optimize the project design, reasonably control the project cost, and effectively reduce the total investment of the project.
Regarding the proportion of financial investment in subway and light rail construction and the examination and approval of trams, the “Opinions” clearly state that the financial investment in the total investment in subway and light rail construction projects shall not be less than 40 %, and the provincial development and reform department shall be responsible for the examination and approval of trams projects. In the two aspects mentioned above, the “Notice” does not stipulate.
The state is responsible for overall planning, Liaoning province is responsible for overall responsibility, and the city is the main body.
The "Opinions" clearly pointed out that it is crucial to improve the coordination and linkage supervision mechanism between departments. The National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development and other relevant departments should establish a database of urban rail transit supervision, strengthen information sharing, use big data and other technical means to improve the level of supervision, play the role of industry associations, and grasp the implementation of urban rail transit construction planning in a timely and dynamic manner.
As for the main body of responsibility, the "Opinions" put forward the principle of sticking to the principle of “The state is responsible for overall planning, Liaoning province is responsible for overall responsibility, and the city is the main body”, and clarifying the responsibilities of relevant departments and local governments. The relevant departments of the State Council shall strengthen the overall planning and guidance for the urban rail transit planning and construction work, the relevant departments of the provincial government should fulfill the supervision responsibility for the whole process of construction planning and implementation and the urban government should bear the main responsibility for the project construction and the debt risk control of the government at the corresponding level.
