On July 19, Lushunkou District Maritime Search and Rescue Center of Dalian Lushun Marine Department was officially set up to further enhance maritime search and rescue ability of Lushunkou District. Yi Qingtao, secretary of Lushunkou District, Wang Chao, deputy head of Lushunkou District, and leaders of the related departments of Dalian Maritime Safety Authority unveiled the plaque of the center.
Lushun Marine Department was said to be set up in 1985, annually supervising over 6 thousand home and international ships, serving more than 1 million person-time on the sea and with over 16 million tons of cargo throughput. The establishment of Lushunkou District Maritime Search and Rescue Center further enhanced maritime search and rescue ability of Lushunkou District. The center has a dynamic marine traffic monitoring platform, which can monitor and command ships in real time. Besides, the center is also equipped with Haixun 0302 cruise ship in 24-hour standby, thus forming the integration of cruising and rescuing. The overall arrangement of “integration of three districts” has been initially completed, thus shortening the emergency response time, increasing the emergency response speed and strengthening the emergency response capacity. Since 2017, the Haixun 0302 cruise ship has attended marine emergency rescue totally for more than 14 times and played an important role in searching and rescuing Liaodalu Fishing 71197 and Jile Fishing 03002.
Yi Qingtao pointed out that the establishment of Lushunkou District Maritime Search and Rescue Center added another guarantee for the safety of the ships and people’s lives and properties in Lushun waters. In recent years, Lushunkou District has taken the light-duty development path, built Lushun Bohai Sea economic circle, strived to develop ports and logistics industry, and launched 5 ro-ro(roll on/roll off) shipping lines from Lushun to Penglai, Dongying, Longkou, and Tianjin. Lushun is gathering people, goods, capital and information, becoming the shipping center of Bohai Sea Rim. Dalian Lushun Marine Department has made huge contribution to the development of Lushun ports and logistics as well as shipbuilding industry in these years. Yi Qingtao said maritime search and rescue is the last line of defense for ensuring maritime safety. Related departments of Lushunkou District should cooperate with the marine department to strengthen the safety management on fishing boats and form a long-term mechanism so as to escort the development of Lushun fishing, port, logistics and ship repairing and building enterprises.
