The Municipal Flood Control Office organizes the third annual consultation on flood control and drought relief

On May 15th, the Municipal Flood Control Office (MFCO) organized the third annual consultation on flood control and drought relief in 2017. The relevant personnel of such units as Municipal Agriculture Committee (MAC), Municipal Meteorological Observatory (MMO), Municipal Hydrographic Office (MHO), Municipal Water Affairs Bureau (MWAB) and Municipal Flood Control Office attended the meeting.

At the meeting, the responsible people of MMO, MHO and MAC introduced the situation of recent monitoring, forecasting and crop cultivation. The consultation believed that currently periodical drought has occurred in certain areas of the city, with significant decrease of groundwater level compared to that of last year. Certain urban and rural water short supply has become more and more tense, and a small number of rural drinking water safety projects met operation problems due to water resources. Coupled with uneven distribution of rain on time and space in the season, and uncertain factors increasing with local drought and flood, the flood control and drought relief situation was complex and grim.

The consultation stressed that first of all, all regions should pay high attention to drought situation and conduct drought relief work in accordance with “Urgent Notice on Implementing Liaoning Province’s Drought Work Conference Spirit and Doing a Good Job in Current Drought Relief Work”. Secondly, all departments should strengthen drought monitoring work. The departments should enhance the duty work of drought relief, and all the regional Drought Relief Office, Meteorological Observatory, Hydrographic Office and Agriculture Committee should enhance communication and contact to do a good job of monitoring water, rain, moisture and the collection, analysis as well as summary of drought situation. All the departments should timely conduct drought consultation, judgment and information exchange to provide scientific basis and effective recommendations for drought relief at all levels. Thirdly, all the departments should highlight the focus and do a good job of the implementation work. All departments should pay close attention to the development trend of drought and take practical measures based on the principle of “life comes first and production next” to ensure drinking water safety of urban water supply and remote areas. As for drought-prone areas where water was scarce, the relevant departments should pay more attention to water planning and conservation and to maximizing the benefits of limited water resources with scientific analysis and reasonable arrangements. Fourthly, the departments should adopt multiple measures to handle drought relief work. All localities should conduct maintenance, matching and modifying work on the existing water supply, irrigation facilities based on the construction of farmland water conservancy construction and do everything possible to reserve water for drought relief. All the departments should strengthen the arrangement and operation of rural drinking water safety projects and emergency water supply projects on drought relief to ensure they could come into play. The departments should also make full use of effective media to tap and create a variety of channels on the promotion of water conservation and publicity of water-saving awareness to further enhance the national water conservation and participation awareness.

The consultation required that all localities and departments should focus on both flood control and drought relief and be prepared for flood control while conducting drought relief work. The departments should enhance weak links and troubleshoot hidden dangers and make a list of all the problems needed to be cracked down on. The departments should also strengthen personnel training and emergency plan drill and strive to enhance their capability of coping with emergencies. Recently, the Municipal Water Affairs Bureau (Municipal Flood Control Office) would adopt the tracking and checking approach of “One Place One List” to supervise and investigate the implementation of flood control and drought relief work combined with the pre-flood control and drought relief inspection.
