Yesterday, Mayor Tan Chengxu chaired a special meeting to analyze the problems and deficiencies in the current information construction in our city, clarify the management system of information work, and study and deploy tasks and measures to accelerate the information construction at present and in the future. At the meeting, they listened to the division of responsibilities in the citywide information work, the integration and sharing of government information resources, the construction of a comprehensive platform for government services, the planning and construction of political and legal network, the construction of two-level intellectual courts, and the construction of "smart policing for public security on cloud", etc. The participants discussed specific issues in the information work and put forward many targeted and constructive opinions and suggestions.
Tan Chengxu pointed out in his speech that information is an important symbol of promoting the modernization of urban governance. All departments at all levels should raise their positions, strengthen their understanding, unify their thinking and actions to the decision-making and deployment of the CPC Central Committee, the State Council, the Provincial Committee of CPC and the Provincial Government, thoroughly implement the people-centered development thought, face the development theme of the times, face the needs of reform and governance, and face the expectations of the public, and push the information construction into a new stage of "intensive integration, all-round interconnection, co-governance, sharing and openness, and security and credibility".
Tan Chengxu stressed that through the concerted efforts of the whole city, the information construction in our city has achieved phased results, which has built a bridge for resource sharing, information benefiting the people and effective service, and injected vitality into simplifying administrative procedures and delegating powers to lower levers, combining delegating responsibilities with management and optimizing service. However, we must clearly recognize the shortcomings and deficiencies in our work, earnestly learn from the experience and practices of advanced regions, further clarify the leadership system, pay attention to the top-level design, increase integration efforts, and effectively change from independent construction and establish own system to collaborative interaction and resource sharing. We should break down the obstacles of the system and mechanism, scientifically plan and reasonably construct an efficient and practical working mechanism, make efforts to clear the work procedures, clearly define the functions, fully integrate the city-level public platform, realize the seamless connection of data sharing, demand and supply, and resolutely break the "information island" and unplug the "data chimney". To increase investment, strengthen the construction of "big data" hardware and software infrastructure, strengthen the integration of resources in government affairs, public services, social governance and other aspects, and avoid multi-department responsibility and repeated construction. We should adhere to the synchronous design, construction and use of information projects and information security systems, and establish an emergency safeguard mechanism for network and information security to ensure the safe operation of information systems.
Tan Chengxu asked to highlight the problem-oriented and demand-oriented approaches, do a good job in upgrading and transforming the online government service platform, focus on fully covering the administrative examination and approval "one network" to the grass-roots level, and realize the "one network handling" of the city's administrative licensing and service matters as soon as possible. To establish a joint examination mechanism and further standardize the construction, operation and management of information-based projects.
