Implementation Opinions of the Office of the Dalian Municipal People's Government on the Implementation of the Green Building Regulations of Liaoning

People's governments of various districts, cities and counties, administrative committees of pilot districts, relevant departments of the municipal government and relevant units:

 

In order to carry out in-depth implementation of the Green Building Regulations of Liaoning Province, promote the development of green buildings in an all-round way, speed up the structural reform on the supply side of the construction industry, improve the living environment, promote the transformation and upgrading of the construction industry, and improve the ecological livability of urban and rural areas, the following implementation suggestions are put forward with the consent of the municipal government.

 

I. Guiding Ideology

 

We will thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the National Conference on the Protection of the Ecological Environment, we will persist in implementing the new development concept of "innovation, coordination, greenness, openness and sharing." Taking the full implementation of green building standards for newly-built civil buildings (except rural self-built houses) as the core, By strengthening government guidance and support, standardizing market behavior and promoting appropriate technologies, We will comprehensively promote the modernization, intensification and regionalization of green buildings in terms of planning and construction, operation transformation, technology application, guidance and incentive, and implementation of responsibilities, deepen the supply-side structural reform and high-quality transformation of the construction industry, promote energy conservation and environmental protection, and ensure the rapid and healthy development of green buildings in our city.

 

II. Main objectives

 

Green building standards will be implemented in all newly-built buildings in cities and towns. Accelerating the promotion of building energy conservation standards. Carrying out the existing buildings reformation in an orderly manner, gradually expanding renewable energy buildings, making new breakthroughs in energy conservation in rural buildings, continue to decline the overall energy consumption intensity of buildings, gradually improving the structure of building energy consumption, and improve the green development level in the building sector markedly. Specific targets for the near future are:

 

(I) To promote the development of green buildings in an all-round way.By the end of the 13th Five-Year Plan, the urban green construction area increased to 50% of the new construction area.

 

(II) Continue to promote the construction of new buildings to save energy.The implementation rate of new building energy-saving standard reached 100%, and actively promoted the 75% standard of residential building energy-saving.

 

(III) Actively promote construction scientific and technological progress and promote the transformation of scientific and technological achievements.Do well the promotion and application of green building materials, and carry out ultra-low energy consumption building demonstration projects.

 

III. Key tasks

 

(I) Strengthen the planning and management of green buildings.

 

1. Prepare the development plan of green building in this area. Actively promote the development of green buildings, incorporate them into national economic and social development plans, and incorporate the contents of green building plans into territorial spatial planning and detailed planning. 2. Standardize relevant examination and approval contents. First, the approval documents for construction projects issued by the competent investment departments shall specify the requirements for the grade of green buildings. Second, clear green building requirements in the land transfer documents. Third, the feasibility study report or the project application report of the newly-built civil construction project shall contain the requirements of green building grade. 3. Rational planning and development of underground space. First, green buildings in urban and township planning areas shall develop underground space in accordance with underground space development and utilization planning and relevant standards. Combined with actual planning, the underground integrated pipe gallery, three-dimensional traffic and rainwater integrated utilization system are built to encourage the interconnection of underground space of adjacent block. Second, in the area where the underground comprehensive pipe corridor has been built, relevant pipelines such as electric power, communication and water supply shall enter the pipe corridor. (II) Strengthen the management of green building construction.

 

1. Strengthen the management of green building information publicity. First, the construction unit shall, in accordance with regulations, publicize the information on energy saving, water saving, land saving, material saving and environmental protection of green buildings at prominent positions on the construction site. Second, the real estate development enterprises shall clearly indicate the green building grade and the main technical indexes at the sales site, and specify the warranty period and protection requirements of energy-saving, water-saving, land-saving and material-saving information of the facilities and equipment in the commercial housing sales contract, the residential quality guarantee certificate and the residential operation manual. 2. Actively promote the construction of fully decorated housing. First, newly-built public rental housing shall be constructed in accordance with the requirements for fully decorated finished housing. Second, encourage the construction of commercial housing in accordance with the requirements of fully decorated finished housing, promote customized decoration and other ways to promote the unity of personalized decoration and industrial decoration. 3. Optimize the application of green building technology. First, green buildings should be encouraged to adopt assembled and ultra-low energy consumption buildings and other technical requirements for construction. Second, the green building with renewable energy technology should be designed, constructed and accepted synchronously with the main project of the building. Third, new green buildings should choose water-saving appliances, give priority to non-traditional water sources, and encourage the construction of rainwater purification, infiltration as well as collection and utilization systems. Fourth, the attached parking lot or garage shall be equipped with charging facilities for electric vehicles in accordance with the relevant provisions of the country and the province. Fifth, we will strengthen guidance and services for energy-saving technologies in rural civil buildings, encourage the adoption of green building technologies popularized by the country, formulate building standards and provide relevant reference programs free of charge, and make them available to the public. Sixth, green building-related knowledge will be included in the training content of relevant practitioners, improve the professional and technical level of practitioners. (III) Strengthen the management of green building design.

 

1. Improve the design specifications. First, the design unit shall carry out the design according to the green building standards, and provide special articles on the green building design. The materials, accessories and equipment selected for the project shall conform to the requirements of the green building standards. Second, the implementation of assembly building production, construction, decoration and other links of integrated design.

 

2. Strengthen the review of construction drawings. The construction drawing design document examination institution shall examine the construction drawing design document according to the green building standard, and shall not issue the examination qualification certificate for those that do not conform to the green building standard.

 

3. Encourage and support the popularization and application of building information model technology in civil buildings.(Responsible unit: Municipal Bureau of Housing and Urban-Rural Construction, People's governments of various districts, cities and counties, administrative committees of pilot districts)

 

(IV) Strengthen the construction management of green buildings

 

1. Standardize the construction of green buildings. The construction unit prepares a special construction scheme for green buildings and carries out the construction according to the construction drawing design documents.

 

2. Standardize green building supervision. The supervision unit prepares a special supervision scheme for green buildings, and supervises whether the construction unit carries out construction according to the construction drawing design documents and green building standards.

 

3.Adopt energy conservation and emission reduction measures. The construction unit shall take energy conservation and emission reduction measures, such as reducing construction energy consumption, and environmental protection measures in the course of construction. (V) Strengthen the management of green building inspection and completion acceptance.

 

1. Strengthen the construction approach inspection. The construction unit shall entrust a qualified engineering quality inspection institution to carry out on-site physical inspection of the energy-saving materials and equipment entering the construction site.

 

2. Standardize the completion acceptance of green buildings. The special acceptance of green buildings shall be included in the completion acceptance. If the special acceptance of green buildings has not been carried out or the special acceptance of green buildings has not been qualified, a report on the acceptance of green buildings shall not be issued.

(VI) Strengthen the management of green building materials.

 

1. Strengthen the popularization and application of the "four new" technologies. Strengthen the popularization and application of new technologies, new processes, new materials and new equipment for green buildings, and timely forward the catalogue of obsolete technologies and products that are restricted and prohibited from higher authorities. 2. Actively promote the use of green building materials and implement an evaluation and labeling system for green building materials. First, strengthen the supervision and management of the production, sale and use of materials and equipment used in green buildings. Second, for new, reformed and expanded construction projects, priority shall be given to the use of green building materials with green evaluation marks. Third, encourage the use of recycled building materials in important engineering parts and roads of green buildings. (VII) Strengthen the operation and management of green buildings.

 

1. Carry out statistical work on building energy consumption. First, investigate and analyze the energy consumption of civil buildings in the administrative area. Second, the building owner, the user or the entrusted property service enterprise shall regularly report the building energy consumption to the competent department of housing construction in urban and rural areas, and shall cooperate with the investigation and statistics work. 2.Carry out building energy consumption monitoring. First, establish a monitoring platform for the energy consumption of state office buildings and large public buildings. Second, newly-built state office buildings and large public buildings shall be equipped with classified and itemized energy metering devices, and shall be connected with the building energy consumption monitoring system of the competent department of housing construction in urban and rural areas, so as to upload building energy consumption data in real time. The owner, user or entrusted property service enterprise of a building shall ensure the normal operation of the metering device and make good maintenance and management. Third, the implementation of large-scale public buildings energy consumption quota management system. Where the energy consumption exceeds the quota, the charge for energy consumption exceeding the standard shall be levied, and the specific measures shall be implemented in accordance with the relevant provisions of the provincial government. 3. Promote green energy-saving renovation of existing buildings. First, promote the renovation of existing civil buildings in accordance with green building standards, and state office buildings, government investment or public buildings based on government investment should be renovated first. Second, encourage the use of contract energy management and other modes of existing civil buildings in accordance with green building standards for renovation. 4. Implement building energy efficiency evaluation and green building evaluation marking system. First, the following civil buildings shall be marked with energy efficiency evaluation marks and green building evaluation marks: newly-built (rebuilt or expanded) state office buildings and large-scale public buildings (with a single building area of 20,000 square meters or more); Office buildings of state organs and large public buildings for comprehensive energy-saving renovation and application for financial support; Buildings applying for national or provincial demonstration projects of energy conservation; Buildings applying for green building evaluation logo. Second, other residential buildings and general public buildings may voluntarily apply for energy efficiency assessment labeling activities. Third, the evaluation institutions that have obtained the qualification certification of the competent construction department may engage in the evaluation of building energy efficiency and the evaluation and identification of green buildings. (VIII) Strengthen the guidance and encouragement of green buildings.

 

1. Strengthen the application of green building funds in key areas. First, it is applied to the development and promotion of green building technology products, relevant standards formulation, technical propaganda training and public information services. Second, it is applied to contract energy management, distributed energy building applications, renewable energy building applications, existing building renovation, supervision information system construction and new building industrialization and other project demonstrations. Third, it is applied to the demonstration of green urban areas, green residential areas and other regions. Fourth, encourage the use of building facades, structural floors, roofs for three-dimensional greening. 2. Implement the policy of supporting and rewarding the construction, purchase and operation of green buildings. First, the building area increased by the wall insulation technology is not included in the volume ratio accounting. Second, because of the use of ground source heat pump technology and other clean energy utilization technologies for heating and refrigeration of green buildings, the heating and refrigeration system power consumption according to the relevant national and provincial electricity price policy. Third, the amount of energy substitution deducts the corresponding amount of energy consumption. 3. Promote the transformation of scientific and technological achievements. First, the advanced and applicable green building "four new" technologies and products will be included in the catalogue of popularizing and using construction materials and equipment.. Second, the key technologies of green buildings should be included in the scientific and technological planning, the transformation of scientific and technological achievements should be promoted, and the construction of public technology service platforms and research and development institutions for green buildings should be promoted. IV. Safeguards

 

(I) Strengthen organizational leadership. The governments of all districts, cities and counties and the administrative committees of the pilot districts shall exercise unified supervision and management over the work of green buildings in their respective administrative areas. The Municipal Bureau of Housing and Urban Construction, the Municipal Development and Reform Commission, the Municipal Bureau of Industry and Information Technology, the Municipal Bureau of Finance, the Municipal Bureau of Ecological Environment, the Municipal Bureau of Natural Resources, the Municipal Bureau of Communications and Transportation, the Municipal Bureau of Agriculture and Rural Areas, the Municipal Administration for Market Regulation and other departments shall supervise and administer the work of green buildings within the scope of their respective responsibilities according to law.

 

(II) Strengthen financial support. The governments of all districts, cities and counties (and the administrative committees of the pilot districts) shall incorporate the funds for supervision and management of green buildings into the budget at the corresponding level, organize the housing construction, development and reform, natural resources and other departments to work out green building development plans, and arrange green building funds according to law to support the development of green buildings.

 

(III) Strengthen examination and supervision. The governments of all districts, cities and counties and the administrative committees of the pilot districts shall speed up the development of green buildings, establish green building work offices, and clarify the work objectives and responsible persons.

 

(IV) Strengthen scientific and technological innovation. Actively carry out research on new technologies, design and construction technologies for ultra-low energy consumption green buildings, energy-saving technologies for assembling bridges and green buildings with steel structures, and experimental research on steel fiber reinforced concrete segments, so as to popularize the application of renewable energy technologies in buildings according to local conditions and expand the application scope of renewable energy technologies in buildings.

 

(V) Strengthen publicity and promotion. The governments of all districts, cities and counties and the administrative committees of the pilot districts shall encourage and support the research, development, demonstration, popularization, publicity and education of green building technology, so as to promote the progress and innovation of green building technology; Units and individuals that have made remarkable achievements in green building work shall be commended and rewarded in accordance with relevant regulations of our Country.
