The 100-day Work Plan of “Cleaning” the Traffic Environment of Roads and Streets in Dalian

In order to vigorously eliminate and resolutely curb the illegal and disorderly traffic in our city, comprehensively improve our city's road traffic management capacity and road passage level, combining with the spirit of the central government city working conference, in accordance with the work plan of the municipal party committee and the municipal government on traffic congestion management, and simultaneously promote the related work such as the national crime crackdown special struggle, the action plan for improving urban road traffic ( 2018 - 2020 ) and the special action for dust pollution prevention and control, this 100-day Work Plan of “Cleaning” the Traffic Environment of Roads and Streets in Dalian is specially planned to be organized throughout the city from mid-late October to February 3, 2019 ( before the Spring Festival ).

 

Ⅰ.The Work Goals

Guided by Xi Jinping's thought of socialism with new-era Chinese characteristics, we should firmly adhere to the principle of " cracking down on the criminals, eliminating the evil, and governing chaos", focus on the basic needs of citizens' travel, stick to the government's guidance, co-governance of the public, and the guidance of both party committee and government leadership, give priority to the territories, take measures to find the ways, come up with solutions related to the problems, manage and construct at the same time and advance the work simultaneously, mobilize all-round throughout the city with a resolute attitude, extraordinary measures, responsibilities and a "strict, conscientious and practical" work style, and organize a hundred-day campaign to "clean" the traffic environment on urban roads and streets, and strive to achieve "clear, clean and improved" work goals. To be clear means there is no traffic chaos. Besides, to be clean means to have unreasonable road signs and road traffic markings cleaned off. And clean up illegally occupied pedestrian walkways. While the improvement means improve the quality of cars stopping on main roads and streets, improve the level of city environmental management, and raise the awareness of all people to be civilized and law - abiding. Make every effort to create a safe, orderly and civilized road traffic environment, a clean and livable urban living environment, a great growth environment talents wanting to stay in and a win-win business environment, and continuously enhance Dalian citizens' senses of happiness, satisfaction, acquisition and pride. 

 

II. Organization and Leadership

Establish the leading group of the 100-day Action of "Cleaning" the Traffic Environment of Roads and Streets in Dalian (hereinafter referred to as the municipal leading group, whose members are listed in Attachment 1). The Office of the leading group is located in the Municipal Public Security Bureau (Traffic Police Detachment). Vice Mayor Yang Yaowei concurrently serves as the director of the office and Deputy Director Song Weiguang of the Municipal Public Security Bureau serves as the deputy director of the office. The leaders with specific duties of Municipal Transportation Bureau, Municipal Urban Construction Bureau and Municipal Government Supervision and Examination Office serve as deputy directors. According to the responsibilities and tasks, the leading group has six working groups:

 

1.The comprehensive coordination group

The Leading Department: the Municipal Public Security Bureau

The Units of Members: the Municipal Transportation Bureau, the Municipal Urban Construction Bureau, the Municipal Administration for Industry and Commerce, and the Municipal Government's Supervision and Examination Office

Specific Duties and Responsibilities: Coordinate the various departments to promote the daily rectification of specific matters; Submit special reports on work information to the departments, provincial ministries and municipal leaders;  Carry out periodic notification of remediation actions, and summarize and sort out various remediation information such as business figures and typical cases;  Take the lead in convening government-level meetings. 

 

2.Source Management Group

The Leading Department: the Municipal Public Security Bureau

The Units of Members: the Municipal Transportation Bureau, the Municipal Administration for Industry and Commerce, the Municipal Administrative Law Enforcement Bureau, the Municipal Postal Administration and the Municipal Disabled Persons' Federation.

Specific Duties and Responsibilities: Rectify the situation, according to the guidance of both party committee and government leadership; the main responsibility of enterprises and the implementation of key illegal personnel management system will be checked back by road illegal clues. 

 

3.The Road Improvement Group

The Leading Department: the Municipal Public Security Bureau

The Units of Members: the Municipal Transportation Bureau, the Municipal Administrative Law Enforcement Bureau.

Specific Duties and Responsibilities: Formulate a phased action plan; Investigate and demonstrate the easily blocked roads ( intersections ) sorted out, actively take effective measures to prevent blocking, and coordinate the Municipal Quality Supervision Bureau, the Municipal Administration for Industry and Commerce, and the Municipal Administrative Law Enforcement Bureau to jointly carry out law enforcement operations.

 

4.The Publicizing and Reporting Group

The Leading Department: the Municipal Propaganda Department

The Units of Members: the Municipal Bureau of Culture and Broadcasting, the Municipal Public Security Bureau and the Municipal Transportation Bureau

Specific Duties and Responsibilities: Actively coordinate various functional departments, carry out extensive publicity and guidance activities, and create an atmosphere of nationwide renovation; Organize relevant media to participate in seminars and press conferences; Issue propaganda cards, organize the media to join the action with the police, and follow up the propaganda reports ( pay attention to keeping news materials of words and pictures during the action, and prepare for the end of the action to make special report films for the rectification action). 

 

5.The Comprehensive Support Group

The Leading Department: the Municipal Public Security Bureau

The Units of Members: the Municipal Finance Bureau, the Municipal Development and Reform Commission, the Municipal Commission of Economy and Information Technology, the Municipal Urban Construction Bureau and the Municipal Administrative Law Enforcement Bureau

Specific Duties and Responsibilities: To do a good job of law enforcement equipment and logistics support for the relevant functional departments on duty; Do a good job in the renovation to carry out the necessary funds to ensure the work; Do a good job in law enforcement, laws and regulations support and standardize law enforcement business guidance, and safeguard the legitimate rights and interests of law enforcement personnel according to law. 

 

6.The Supervision and Assessment Group

The Leading Group: the Municipal Government's Supervision and Examination Office

Specific Duties and Responsibilities: In conjunction with the office of the municipal leading group, formulate a " cleaning" 100-day Action Assessment Method; Organize relevant departments, according to their respective division of functions, to do a good job in the assessment and supervision within the scope of their duties and to report them regularly, and to make a summary and comment after the action is over; Organize the action supervised by the public to solve important issues such as leaders' concerns, citizens' concerns and social concerns (cancel those that have completed rectification or solved problems); In accordance with the law, those who fail to take effective measures, fail to implement them properly or have serious consequences will be investigated and held accountable. All districts, cities and counties (pilot zones) should refer to the municipal structure, set up leading groups and materialized operation offices, strengthen organizational leadership and overall coordination, and ensure that all work achieves the expected results.

 

Ⅲ. Focus of Work

1. Parking chaos. Including private installation of parking devices, parking out of position, taking up blind roads, stopping at random to pick up and down customers and so on, especially in key areas such as bus stops within 30m, transportation hubs, places of interest and so on.

2. Riding disorderly. Including electric bicycles (including motorcycles, motor tricycles and electric cars for the disabled), such as running a red light, traveling on the wrong side of the road, overtaking and carrying people.

3. Crossing chaos. Including pedestrians running a red light, not walking sidewalks, not walking crosswalks, crossing barriers, etc.

4. Contending for chaos.  Including motor vehicles, especially buses and big trucks, changing lanes on solid lines, not following lanes, turning around on the double yellow lines and following up at intersections, etc.

5. Bad habits and disorderly conduct. Including driving while picking up a phone call, playing with a cell phone, not wearing a seat belt, honk randomly, throwing garbage out from car windows, etc.

6. Operation disorder. Including "unlicensed taxi" operation, passenger car (van) overstaffing, truck overloading, unauthorized change of vehicle type or use (passenger cars changing into trucks, trucks changing into passenger cars), etc.

7. Involving alcohol and drugs and involving licenses and cards confusion.  Including drunk driving, drug driving, unlicensed driving, fake licenses, etc.

 

IV. Key Scope

1. 30 demonstration roads in urban areas (see Attachment 2), as well as highways, 201 and 202 national highways; each district, city and county (pilot zones) shall delimit at least 2 key urban roads on its own. 

2. The roads around key areas such as important party and government offices, schools, hospitals and commercial centers.

3. Rail transit stations, public transport hubs, long-distance passenger stations, railway stations, airports, docks, large markets, logistics distribution centers, large residential areas, tourist attractions and other regional related roads. 

4. Other traffic disorder and frequent public response to traffic order management.

 

Ⅴ. Work Measures

1. Comprehensively strengthen strict law enforcement, strict management and heavy penalties, and basically clean up traffic violations and disorderly phenomena. 

1). Strongly clean the road traffic chaos. The Municipal Public Security Bureau will issue notices to the whole city on traffic chaos violations and focus on the key rectification of roads and road sections determined by the arrangement, focusing on traffic chaos, dividing responsibilities, dividing management and responsibility areas, concentrating superior forces and carrying out joint law enforcement, adopting a " zero tolerance" attitude and adopting a " point guard, line patrol and surface control" approach to carry out traffic violations rectification without interruption, so as to ensure that violations must be rectified, corrected and punished strictly, thus forming a situation of strict control and strict investigation and high-pressure rectification. (Responsible Units: Municipal Public Security Bureau, Governments of Districts, Cities and Counties, administrative committees of pilot zones)

2). Rectify in accordance with the combined guidance of party committees and governments. All regions, departments and industries should mobilize various forces to participate and cooperate. With districts, cities and counties (pilot zones) and streets (villages and towns) as the main responsibility bodies, specialized administrative law enforcement forces such as public security, transportation, quality supervision, industry and commerce, urban management and so on as the main forces, supplemented by streets and districts, with full use of fines, revocation of licenses (permits), orders to suspend production or operation, administrative detention and other supervision, inspection, handling and compulsory management means to form a joint force and exert momentum.  (Responsible Units: Municipal Public Security Bureau, Municipal Transportation Bureau, Municipal Quality Supervision Bureau, Municipal Industrial and Commercial Bureau, Municipal Administrative Law Enforcement Bureau, various industries, district and county governments, and the administrative committees of pilot zones)

 

2. Comprehensively strengthen the strike of key personnel, and basically sweep away the illegal traffic personnel.  

3). Carry out a comprehensive investigation of key personnel. Comprehensively sort and compare all kinds of traffic violations and accidents information, strictly investigate the illegal personnel using fake license plates and forged, altered and traded temporary license plates, driver's licenses, driving permits, road transport qualification certificates; Strictly manage the owners of vehicles that have not been verified or scrapped within the time limit, key personnel having had serious traffic violations and having repeatedly violated laws and regulations in the past three years, and educate and urge them to deal with the problems one by one. Complete the sorting of the above-mentioned key violators since 2015, make a list and include it in the " blacklist" of key supervisors, and improve the notification rate to reach more than 90 % for the owners of vehicles that have not been verified, scrapped and repeatedly violated laws and regulations.  (Responsible Units: Municipal Public Security Bureau, Municipal Transportation Bureau)

4). Strike hard at key personnel involved. Take the opportunity of the national crime crackdown struggle to crack down on illegal intermediaries such as vehicle inspection, driver's license verification, driver's medical certificate processing, deals of traffic violation scoring, and ticket scalpers etc. Strictly investigate the " protective umbrellas" for the brutal operation of big trucks and the illegal operation of buses, and never tolerate public officials involved in acting as a " protective umbrella" for the brutal operation of big trucks and the illegal operation of buses, involving black and evil corruption, as well as ineffective, inaction and disorderly actions in the rectification process. Once find out, they will be dealt with seriously in accordance with the law and party discipline. Strict inspection of illegal parking lots and parking lots for examination and approval of the records, which do not collect fees according to regulations. Once the illegal parking lots operating without licenses are verified, they will be sealed up immediately, the persons involved will be dealt with according to the relevant laws, and if the parking lots for examination and approval of the records collect fees randomly, once verified, they will be ordered to make corrections on the spot and dealt with severely according to the relevant procedures. Strict investigation of unlicensed driving without a license, drunk driving, drug driving and other serious traffic violators; Collect and find those who use the names of rental and freight vehicles to incite car owners and drivers to stop transportation, organize and plan mass petitions and other related evil clues such as license - related, illegal distribution and "three licenses for a car" to be handed over to public security departments in a timely manner to be severely punished. 3. Comprehensively strengthen the supervision of the source of key vehicles, and basically sweep away illegal traffic vehicles. 

5). Strictly investigate the illegal sources of over-standard electric bicycles. For electric bicycle products that do not conform to the national standards, timely announce to the public that it is prohibited to sell electric bicycles that do not conform to the national standards, and comprehensively use administrative management means such as quality supervision, industry and commerce, housing rental, fire control, etc. to regularly check and clear the shops, factories who sale  unknown electric bicycles that do not have production dates, certificates of approval, manufacturers, etc. and electric bicycles that have reached the motor vehicle standards, exceed the national standards according to the product announcements, as well as to change (assemble) vehicles that do not conform to the national standards, and strictly punish illegal business owners with certificates and ban the illegal business owners without certificates. Strengthen the industry supervision of delivery distribution enterprises and express delivery enterprises such as Meituan. Around the issue of illegal distribution of over-standard electric bicycles on the road, strengthen visits, interviews and accountability to enterprises, urge enterprises to implement the main responsibility of traffic safety, establish and improve management mechanisms such as coordination and consultation, information exchange, joint supervision, education and training, and order them to accelerate the transformation and upgrading of distribution vehicles from electric bicycles to cars, and curb the chaos of over-standard electric bicycles from the beginning. Regularly organize the centralized destruction of assembled, unbranded vehicles and illegal vehicles that have not been handled within the time limit and have exceeded the announcement period, remove the source of potential dangers, and strengthen warning and deterrence. By the end of the action, a batch of electric bicycle products that do not meet the national standards will be announced to the public, with a census rate of 100 % for businesses selling electric bicycles that exceed the national standards and punish rate of 100 % for illegal businesses (Responsible Units: the Municipal Industrial and Commercial Bureau, the Municipal Quality Supervision Bureau, the Municipal Public Security Bureau, the Municipal Postal Administration, the Municipal Disabled Federation, district and county governments, and the administrative committees of pilot zones) Regularly organize the centralized destruction of assembled, unbranded vehicles and vehicles that have not been handled within the time limit and have exceeded the announcement period, remove the source of hidden dangers, and strengthen warning and deterrence.  By the end of the campaign, a batch of electric bicycle products that do not meet the national standards will be announced to the public, with a census rate of 100 % for businesses selling electric bicycles that exceed the national standards and 100 % for illegal businesses (Responsible Units: the Municipal Industrial and Commercial Bureau, the Municipal Quality Supervision Bureau, the Municipal Public Security Bureau, the Municipal Postal Administration, the Municipal Disabled Federation, district and county governments, and the administrative committees of pilot zones)

6). Strictly investigate the source of illegal passenger transport. Focus on transportation hubs, commercial outlets, residential areas and other areas with frequent illegal passenger transport and delivery, and comprehensively clean up disabled electric tricycles, two-wheeled motorcycles, three-wheeled motorcycles and over-standard electric bicycles that are illegally equipped with awning seats and trunk buckets and are used to carry passengers and deliver. Focus on strengthening the crackdown on illegal passenger transport in Dalian North Railway Station, Railway Station, Bangguo Island and other key areas, giving full play to the full-time monitoring role of high-definition video footage, strengthening the monitoring of abnormal vehicles such as frequent and long-term passenger transfers, and promptly banning illegal passenger transport.  (Responsible Units: the Municipal Public Security Bureau, the Municipal Transportation Bureau, the Municipal Disabled Federation, district, city and county governments, administrative committees of pilot zones)

7). Strictly investigate the illegal sources of brutal driving of buses and trucks.  Organize personnel to go deep into bus passenger transport companies, logistics transport companies, freight stations and other units, strengthen publicity and education on safe driving of bus passengers and freight drivers, and further enhance drivers' awareness of safe driving. Establish the illegal information reporting mechanism, the public security traffic police department increases the investigation and control efforts, severely cracking down on brutal driving violations such as public transport vehicles and freight vehicles crossing roads on solid lines, forcibly competing road space, overtaking in reverse, running red lights and not driving in the prescribed lanes, and promptly reported the investigated traffic violations to the traffic department. The traffic department strictly regulates the access to the industries according to law, and deals with drivers who have violated traffic laws more than three times and have not changed their ways. Strict screening and supervision shall be carried out on drivers who bear the main and above responsibilities for road traffic accidents causing casualties or drivers who have committed more than 5 cumulative violations. Those who are not suitable for engaging in the transportation industry shall be banned according to law. Enterprises that fail to implement the main responsibility for traffic safety and lead to frequent traffic violations (more than 10 times in total) shall be dealt with according to law.   1. Clean up non-standard traffic signs and marking lines and improve the quality of citizens’ walking and parking on main roads.
  1. Carry out inspection and rectification of traffic signs and marking lines. Focus on solving the problems of missing, unclear, irregular, unreasonable, uncoordinated, discontinuous, private marking of traffic signs and marking lines and illegal construction affecting traffic safety on urban expressway and main and secondary trunk roads, and improve the standardization and scientific level of traffic signs and marking lines. By Nov. 30, the traffic sign mark setting and checking rate of 30 demonstration streets and 2 key roads in urban areas defined by cities and counties (pilot areas) has reached 100%, and the check list has been made out. Also the time limit for rectification and reform has been clearly defined. To the end of the action, the rate of private signs, private marking and parking clearance was over 95%.   2. Carry out inspection and rectification of traffic signal lights. Focus on solving the problems of nonstandard and unscientific setting of traffic signal lights on the main and secondary trunk roads in cities, promote the scientific timing of traffic signals and improve the traffic efficiency of road intersections. By Nov. 30, the checking rate of traffic lights reached 100%; In order to improve the traffic efficiency of the main intersections in the morning and evening rush hours comprehensively, the improvement plan should be made for the signal lights which need to be added to and that need to be adjusted and optimized.   3. Implement the "front door clean" management responsibilities of industry unit. Mobilize all units and industries to promote and implement the traffic order "three guarantees in front of the door" system, that is, the traffic facilities in front of the door are intact (without traffic signs and marking lines, traffic lights, traffic guardrail sticker advertisements, hanging of non-traffic information banners, etc.), hidden dangers don’t exist (including green plant health condition, dumping danger, etc.), and the vehicles in this unit stop in an orderly manner. Governments, streets and communities at all levels shall determine the responsible units for the ""three guarantees in front of the door" of traffic order on the main and secondary roads under their respective jurisdiction, and the responsible persons of the responsible units shall report timely the damage to traffic facilities in front of the gates, the lack of traffic signs and marking lines and the hidden dangers affecting driving safety. They shall stop and report the behavior like damaging traffic facilities and traffic sign and marking lines timely. During the morning and evening rush hours, the personnel shall be sent by the responsible unit to ensure the movement of vehicles in and out of the unit orderly.   4. Clear the illegal occupation behavior of pedestrian walkway and improve the level of environmental governance of the city.
  5. Promote the occupation behavior of pedestrian walkway one by one to investigate and clean up. Comprehensively investigate and clean illegal occupation of pedestrian walkways such as vehicles, illegal buildings, occupation roads, private parking devices, etc., as well as parking spaces which are not perpendicular to the setting of the motorway and that are not oriented in a consistent direction and behavior of parking berth edge less than 0.4 m from blind tracks around 30 demonstration streets and 2 key roads in urban areas defined by cities and counties (pilot areas). Before Nov. 30, the checking rate of 30 demonstration streets and 2 key roads in urban areas defined by cities and counties (pilot areas) has reached 100%; To the end of the action, the clearance rate was over 50%. At the same time, close to the optimization of business and focus on the benefit of enterprises, set up delivery zones and limited berths as far as possible to meet the daily operation of shops and the public holiday shopping traffic demand around the street shops and the business district.   6. Strengthen Party and government organs to demonstrate and lead the way. In combination with the work style construction of Dalian municipal organization, the central inspection group feedback correction suggestion and the deployment requirement of the special vehicle management work, the party and government departments at all levels further strengthen the education management of the traffic safety of the internal personnel, increase the supervision force, take the lead to clear up the outstanding status of the occupied road, clean the working and parking environment around the organ unit and play a leading role in returning the road to the people which can be a good example. To the end of the operation, the parking clearance rate around the Party and government offices was 100%.   1. Strengthen propaganda and guide public opinion to build momentum comprehensively and raise the awareness of the people's civilization and law-abiding.
  1. Strengthen propaganda and guide. Taking the exposure of traffic chaos as the traction, organizing the "civilized walking and parking" traffic safety week in advance to create a strong atmosphere of civilized travel. With administrative jurisdiction as the unit, organizing the personnel to go deep into the units, schools, communities, public transport companies, passenger transport enterprises and the immediate distribution industry to carry out traffic safety publicity activities. Widely publicized the zebra crossing rules and uncivilized comity and harmful consequences and responsibilities of uncivilized driving through activities such as formulating and observing traffic laws and regulations, publicizing and informing people at home, putting up propaganda posters, hanging banners, warning and educating on typical cases of violation of the law and so on. At the same time, the civilized traffic volunteers are organized to carry out civilized traffic persuasion activities at the important junctions of 30 demonstration roads in the urban area to advocate pedestrians to abide by the law, to drive according to the law, and to be civilized and courteous. To the end of the operation, rate of law-abiding traffic and penetration according to the law publicity reached 100%.   2. Strengthen the momentum of public opinion. To give full play to the role of traditional media and new media, we should invite the news media to fight with the police, live broadcast, expose illegal drivers and pedestrians and warn traffic accident cases, so as to guide traffic participants to conscientiously abide by the rules and the law, and to be safe and civilized.   3. Strengthen the deterrent effect of law enforcement on the spot. By organically combining law enforcement and correction with propaganda and education by the public security police, while investigating and dealing with traffic violations, we should carry out on-the-spot warning and education work on the parties involved in the violation. Enhance the awareness of traffic civilization and law-abiding through organizing the perpetrators to participate in persuasion and watching the video recording of the accident and so on. For the parties who resist the law enforcement, in accordance with the relevant laws on their top of the punishment, their illegal acts and processed information were copied to their units and streets.   1. Comprehensively strengthen joint management and joint efforts to focus on special action protection.
  1. Step up efforts to eliminate crime and evil.
