Implementation Opinions of the General Office of the Dalian Municipal People's Government on Promoting the Healthy Development of the Pig Industry

The people's governments of all districts, cities and counties; the management committees of the pilot areas; the relevant departments and units of the municipal government:


In recent years, in the process of promoting agricultural supply-side structural reform, our city has fully implemented the five tasks of “cutting overcapacity, destocking, deleveraging, reducing costs and identifying growth areas”, and steadily eliminated the low-end backward production capacity of the pig industry. The annual number of pigs raised has been steadily adjusted from the 6.987 million in 2013 to the current 4.508 million. With the decline in the scale of pig breeding, the self-sufficiency rate of pork in our city has also declined, while the pig industry is the basic industry to ensure the safety of food supply. The supply of pork is related to the stable development of the national economy and the vital interests of the people. In order to stabilize the production capacity of pigs in our city, guarantee the supply of pork, promote the coordinated development of pig production and environmental protection, and promote industrial transformation and upgrading, the following opinions are proposed:


I. Defining the Development Goal of the Pig Industry

1. Guiding ideology

Deeply implementing the new development concept, taking the modernization of the pig industry as the goal, taking market demand and ecological coordination as the guide, taking reform and innovation as the driving force, taking standardization, large-scale, and ecologicalization as the direction of construction, and cultivating new kinetic energy as a breakthrough, optimizing Regional layout, scientifically determining the supply level, strengthening the selection and cultivation of quality varieties and the development of local variety resources, and promoting the combination of planting and breeding. To promote the integration and development of the primary, secondary and tertiary industries of the pig industry, foster new business bodies and new business patterns, form new kinetic energy, and enhance comprehensive production capacity and sustainable development capabilities.


 2. Basic principles

1) Persisting on ensuring supply. Effectively fulfilling the main responsibility of the government and implement the various measures of the "vegetable basket" project. Scientifically delineating the security line for pork supply and ensuring the effective supply of pork products for residents. To meet the new needs of the transformation and upgrading of the consumer structure, reduce the supply of low-end and ineffective, and focus on strengthening the supply of high-end agricultural products with high quality, diversification, specialization and branding. 


2) Persisting on green development. To fully implement the concept of green development, set ecological red line for pig breeding, and set a peak value of land capacity. Continuously improving the risk prevention and forecasting system, and once the peak is approached, an early warning message is issued and control measures are taken in advance. Optimizing the industrial layout and promoting the transfer of the pig industry to the corn producing areas and other areas with strong environmental carrying capacity in our city. To comprehensively promote the resource utilization of livestock breeding waste, realize the reuse of pig manure and sewage to the field on the spot, and realize the harmless treatment of sick and dead pigs, so as to achieve a benign development of ecological cycle.


3) Persisting on industrial upgrading. To focus on the “Company + Modern Finishing Pigs Farm” model, speed up the seamless integration of boars’ farms, feed fields, finishing pigs’ farms and technical services. Promoting the “Company + Modern Finishing Pigs Farm” pattern, order mode, online trading and futures, etc., and strengthening brand building.


4) Persisting on the guidance of science and technology. Strengthening the guidance of policies, promoting standardized and normalized breeding, encouraging and supporting enterprises to build high-standard intelligent livestock houses. To strengthen the fine management of large-scale farms, improve the reproductive capacity of sows and comprehensive production capacity. To introduce advanced industrialization results into the pig industry, build an intelligent standard environmental control system, and upgrade the equipment level of the pig industry.


3. Work objectives

1) Controlling the scale of farming. By 2020, the annual breeding amount of pigs in the city will be controlled at 3 million, the annual output of pork will be 150,000 tons, and the self-sufficiency rate of pork will be 50%.

2) Improving production level. By 2020, the proportion of pigs breeding will increase from the current 65% to 70%. The average annual number of weaned pigs per sow provided in the large-scale farms will increase from the current 16 to more than 20, and the pig slaughter rate will increase from the current 160% to more than 165%.


3) Realizing green development. By 2020, the city's pig manure treatment and comprehensive utilization rate will be raised from the current 65% to more than 75%, and the existing large-scale pig farms' manure treatment facilities and equipment matching rate will increase from the current 74% to over 95%.


Ⅱ. Stabilizing Pig Production

1. Steadily and gradually increasing the scale of pig production. In accordance with the requirements of “Reusing of Wastewater Resources”, and fully implements the “Plan for Dalian Livestock and Poultry Pollution Prevention and Control”, focuses on the implementation of environmental protection standards and the utilization of manure resources for large-scale pig farms. Guiding the intensive development of the pig breeding industry, encouraging the existing large-scale pig farms to become modernization and upgrading, improving production efficiency, and to fully utilize and enhance the supply capacity of pigs according to the annual designed production scale and environmental protection requirements. To encourage well-known enterprises to build a “modernized, fully enclosed, recyclable, non-polluting” pig farm with an annual output of more than 20,000 slaughtered pigs in our city.


2. Strengthening the construction of high-quality variety breeding system. To determine that the leading varieties of pig production in our city are Changbai, Dabai and Duroc, and we will adopt the ternary hybrid model for commercial pig production. To promote the integration of “Cultivatation, introduction, breeding and promotion”. Insisting on market orientation, and actively developing the breeding and production of high-quality pigs. To adopt a combined approach of introduction and independent breeding, and actively construct a provincial-level pig breeding farm (station). By 2020, there will be more than one core pig breeding farm that meets the standards. According to the production situation of pigs in our city, we plan to build 2 first-level pig propagation farms and 10 secondary-level pig propagation farms, which meets the production needs of 100,000 sows on hand and 2 million slaughtered ternary hybrid pigs per year. To carry out the work of measuring the production capacity of breeding pigs, establish a core breeding system, and realize the sharing of variety resources. To improve the construction of breeding boar stations and pig artificial insemination sites. To make full use of the excellent variety resources introduced by developed countries, take into account of the genetic advantages of local varieties, and cultivate new varieties (lines) with local characteristics of our city. To strengthening the quality supervision of breeding pigs, and promote the healthy and orderly development of the breeding pig industry.


3. Scientifically design breeding areas. In accordance with the requirements of the "Notice of the General Office of the Dalian Municipal People's Government on Planning Prohibited Farming Areas for Livestock and Poultry in Dalian" (Printed by the Dalian government office [2016] No. 179), we will do a good job of shutting down the large-scale farms in the prohibited areas and strengthen on-site inspection and supervision, and complete the closure of the newly discovered large-scale farms in the banned area in accordance with the law. If the households of the closed farms are revived, they must be forced to close immediately. According to the planning and layout of urban modern agricultural development, Ganjingzi District, Lvshunkou District, Changhai County and other urbanized development areas of our city are controlled breeding areas; Jinpu New District are moderate breeding areas; Pulandian District, Zhuanghe City, and Wafangdian City are key breeding areas. All regions shall strengthen the assessment of livestock and poultry breeding environment according to their own regional resource, environmental characteristics and environmental carrying capacity, and scientifically plan the scale and layout of livestock and poultry breeding linked with relevant plans; when making the overall land use plan in each region, the livestock and poultry breeding land shall be scientifically arranged according to the agricultural development plan and the development plan for the livestock and poultry breeding industry.


Ⅲ. Promoting the Transformation and Upgrading of the Pig Industry

1. Deeply promoting the integration and development of the Pig industry. To make the policy play a guiding role, speed up the upgrading of the pig industry and promote the development of the livestock industry to a high level. To introduce advanced production technology, implement software and hardware transformation, develop high-quality livestock product supply base, improve production level and efficiency, and improve the quality and quality of products. To strengthen the construction of the business environment and strive to introduce the leading pig enterprises specialized in breeding, slaughtering and processing in the country to our city. We strictly require that enterprises shall scientifically handle the relationship between the developments of pig production and environmental protection, prevent the blind introduction that exceeds the carrying capacity, and avoid the phenomenon of introduction first and reduction later. We will vigorously develop deep processing, and promote the integration and development of the primary, secondary and tertiary industries of the pig industry. To strengthen the construction of quality and safety supervision for pigs and other products, improve the supervision level. To strengthen the construction of pork brands, support, cultivate and introduce a group of high-quality pork brands and large-scale processing enterprises.


2. Accelerating the promotion of standardization and large-scale farming. Using market mechanism to guide medium-sized farmers to be bigger, and strengthening the infrastructure and improving the level of equipment to make large-scale farms stronger. To popularize the medium-scale self-supporting family pig farm model, the “Company + Modern Finishing Pigs Farm” model, and the large-scale self-cultivating and self-processing enterprise mode. To guide the pig farms to build modern equipment such as automatic feeding, automatic drinking water and environmental control; to popularize clean farming techniques such as water saving and material saving; and to popularize practical techniques such as dry cleaning and biological fermentation. To strengthen the fine management of large-scale farms, popularize standardized feeding, bulk feed and precision formula to improve feed utilization. To improve the reproduction capacity of sows and the comprehensive production capacity. To implement comprehensive prevention and control measures for swine plague to reduce morbidity and mortality. The construction of an automated standard environmental control system, the ventilation, temperature control, air filtration and environmental monitoring equipment facilities of the pig house are configured to realize the automatic adjustment of the breeding environment. Constructing a digital standard feeding management system equipped with electronic identification, precision feeding and automatic drinking water equipment. To construct a harmless septic treatment system, configure water-saving facilities and equipment, renovate sloping floor, scraping manure and other manure cleaning facilities and equipment, and build a “three-proof” (anti-leakage, rainproof, anti-overflow) of fecal sewage that matches the breeding scale storage and harmless treatment facilities, equipped with organic fertilizer processing and utilization, anaerobic fermentation tanks and other facilities and equipment.


      3. Comprehensively doing a good job in the recycling the waste of livestock and poultry breeding. Full implementation of the requirements of the "Liaoning Province Livestock and Poultry Waste Resource Utilization Work Plan (2017-2020)" (Printed by the Liaoning government office, document [2017] No. 92), the pig industry should focus on four aspects. The first aspect is to strengthen the construction of manure control facilities. Promoting the upgrading of the manure sewage treatment facilities of existing large-scale farms. To support the renovation and upgrading of a batch of large-scale farm manure sewage treatment facilities, and support the farms to purchase sewage treatment equipment such as sewage trucks. To promote the utilization of manure pollution resources in the large-scale pig farm, and scientifically delineated the no-deficient areas and the limited-support areas in the whole county. The second aspect is to implement the “three simultaneous” system for the construction of new (reformed and expanded) scale farms. All new (reformed and expanded) scale farms will realize the simultaneous design, simultaneous construction and simultaneous use of environmental assessment and manure treatment facilities, and they will be qualified by the environmental protection department. All new (reformed, expanded) construction sites will achieve rain and sewage diversion, manure sewage reduction output, harmless treatment, resource recycling to the field. The third aspect is to promote the combination of farming and breeding. The land that is owned, leased, and matched with the amount of aquaculture in the scale farm ensures that the manure is returned to the field within a certain radius of transportation. To promote large enterprises, family pig farms and surrounding farmers to sign an agreement on the return of manure to the field. Doing research on promoting the technical model of the management of pig manure and the development of the combination of farming and breeding. The fourth aspect is to continue to promote the harmless treatment of sick and dead pigs. To promote the construction of harmless treatment facilities for large-scale farms, promote the construction of harmless treatment centers, and encourage large-scale farms to sign agreements with harmless treatment centers.


   4. Vigorously developing the pig service industry and new business forms. Under the support and guidance of government, relying on "large-scale Internet + enterprise", to promote modern information technology such as Internet of Things, cloud computing and mobile Internet to be applied to the pig industry, integrate production, sales, finance, logistics and other resources to improve production and operation efficiency. Firstly, making production intelligent. Based on the Internet of Things technology, realizing real-time monitoring, automatic feeding, automatic waste recycling, etc., enabling a small number of technicians to manage large-scale pig farms through intelligent terminals. Secondly,  making the industrial chain become disintermediation. To realize the online docking of farms, feed fields, logistics, slaughtering, etc., break the traditional model of “business to consumers” and realize the new model of “business to business” and “consumer to consumer”. Thirdly, making the financial services become facilitation. To guide the establishment of financial services platforms for finance, insurance, banking and other collaborative pig industries, and attract financial institutions and Internet finance companies to provide financial services to Dalian pig farms (households). Fourthly, supporting the construction of the pig production insurance system and the futures market. Encouraging the majority of pig farms (households) to voluntarily participate in the price insurance and pig price insurance for major feed ingredients such as corn and soybean meal, on the basis of participate in insurance of pig policy. Actively promoting the Dalian Commodity Exchange to open a pig futures market and encouraging large-scale pig companies to participate in pig futures trading. To strengthen the prior training and reserve work for futures trading of large-scale pig enterprises that meet the requirements. Fifthly, relying on industrial resources to develop tourism and animal husbandry. To cultivate a group of innovative models characterized by pigs' claims, farming and breeding, and expand the industry's functions in leisure and sightseeing.


IV.  Completing the Insurance System of the Development of Live Pig Industry.

1. To strictly control the prevention of pig plagues. Establishing and perfecting the prewarning of major animal plagues and the emergency system to enhance the ability to prevent major animal plagues. Implementing the requirements of “The mid-term and long-term plan about preventing and curing animal plagues of the city of Dalian”(Published by the government office of Dalian[2013],printed and distributed by document NO.75)seriously. Enhancing the management of comprehensive disease prevention in live pig farms and the prevention of major plagues like FMD. Enhancing several prevention steps of live pig plagues like immunity, monitoring, quarantine inspection and innocent treatment. Continuing to assist the purification work of plagues in boar farms and striving to control and purify the main vertical transmission plagues in boar farms so as to control the risk of animal plague from its origin.


2. To guarantee the quality safety of meat. Enhancing management responsibility of the quality safety of pork within one’s own possession. Translating the major responsibility of productors and operators and the inspection responsibility of supervision departments into action thoroughly. Enhancing the cultivation of live pigs, the use of input production, the inspection on industrial chains like slaughtering and processing and improving the “Blacklist” system. Encouraging to use modern information technologies like IOT, to transform the traditional ways of management and service, and to enhance the management of origin track of meat quality safety. Enhancing the supervision on illegal drug remains like clenbuterol in scaled farms and scenes of innocent treatment of pigs which died of plague. Stringently striking various behaviors of trying to add harmful materials into meat and ensuring the avoidance of major accidents about quality safety of pork.


3. To improve the innocent treatment system. Conducting the innocent treatment work on dead animals due to plagues seriously. Perfecting the work process and methods like information examination, subsidy distribution and field supervision on dead pigs due to plagues. Improving the management mechanism on the collection of dead animals due to plagues and innocent treatment. Supporting and encouraging the upgrade and reshaping of innocent treatment center for dead animals due to plagues. Promoting the work mode of prevention and insurance. Realizing the immediacy, datamation and transparency of supervision so as to improve level and quality of supervision.


4. To enhance the supervision and prewarning system of production information. Enhancing the construction of supervision and prewarning system of production information. Strengthening the construction of the staff team of supervision and prewarning on live pigs. Improving appraisal system and ensuring work fund. Promoting the professional ability of analysts and upgrading the supervising and analytic level. Further intensifying steps and improving the quality of supervision statistics. Promoting the activeness, timelineness, accuracy and providence of supervision and prewarning work on pig production. Strengthening the publication of information, instructing the raisers to evade market risks in order to provide data support for government macro-control.

V. Establishing the Insurance Mechanism of the Healthy Development of Pig Industry

1. To enhance the leadership of organization. Each government of district, city and county, each management committee of guide area and each related ministry should treat the pushing forward of the healthy development of our city’s live pig industry as an important task in carrying out “vegetable basket” mayor responsibility system. Truly raising thought and knowledge, enhancing organization leadership, and taking effective steps. Establishing a multiagency coordination system which involves departments of evolution, agriculture, environmental protection. finance and domestic housing. Shaping into a combined work strength to push forward the healthy and continuous development of live pig industry.


2. To enhance the support of policies. Encouraging to assist scaled farms to deal with excrement. Presenting appropriate political subsidy to the scaled farms designing and setting up facilities like corresponding animal manure lagoon and polluted water reservoir which are up to environmental protection requirement,


3. Enhancing the implementation of responsibilities. Each relevant ministry should exert its advantage and boost the steady and healthy development of live pig industry. Development and evolution ministry should enhance the plan and guidance and should support the construction of pig industry projects. Financial sectors should encourage various financial institutions to strengthen the loan support of live pig industry. Agricultural sectors should promote scientific cultivation mode and push forward the green development of modern pig industry. Environmental protection departments should conduct supervision and inspection on the prevention and cure of the pollution out of animal raising and cope with the illegal behavior of polluting in livestock breeding. Domestic housing sectors should bring the modern live pig cultivation fields which were newly founded by agricultural sectors into the general plan of land utilization. Translating cultivation fields to reality and putting the fields for centralized processing, fertilizer factories, great methane projects and scaled biological gas projects feeding mainly on the excrement of animal cultivation into the general plan of land utilization and arrange on priority in annual plan of land utilization. Forest sectors should enhance the service of forest usage guidance and handle examination and approval formalities of forest usage. Technological sectors should intensify the government on the pollution of live pig cultivation and enhance the subsidy platform support of innovation and technical research, application and transformation.
