In accordance with the “Notice of the General Office of the People's Government of Liaoning Province on Further Strengthening Vaccine Circulation and Vaccination Management”(No.84 in 2017 of General Office of the People's Government of Liaoning Province), he Municipal Health and Family Planning Commission drafted the Regulations on the Administration of Vaccine Circulation and Vaccination in Dalian (Trial) (hereinafter referred to as the "Regulations"), the relevant situation is explained as follows.

 

一. Drafting background

Vaccination is the most economical and effective measure to prevent and control infectious diseases, and is of great significance for safeguarding people's lives and health. In order to further strengthen vaccine circulation and vaccination management, and ensure vaccine quality and vaccination safety, these Regulations are formulated in accordance with the requirements of the “Notice of the General Office of the People's Government of Liaoning Province on Further Strengthening Vaccine Circulation and Vaccination Management”(No.84 in 2017 of General Office of the People's Government of Liaoning Province) and in the light of the actual situation in the city.

 

二. Main Features

1. It is necessary to adhere to the government's guidance, incorporate it into government performance appraisal, and strengthen supervision and inspection. " Regulations" require the people's governments of various districts, cities and counties to carry out specific management regulations in the light of local conditions, strengthen organizational leadership, incorporate the prevention and control of diseases such as vaccination and the implementation of financial policies of disease prevention and control institutions into the government's assessment content, increase supervision and inspection efforts, and do a good job in vaccine circulation and vaccination in an orderly manner according to law. 


2. It is necessary to establish a coordination mechanism, build and share, and respond to major emergencies. Health and family planning administrative departments and drug supervision and administration departments should establish a coordination mechanism for vaccine circulation and vaccination management in conjunction with relevant departments, strengthen policy coordination and convergence, timely report the progress of work and information, jointly study and solve outstanding problems, and jointly respond to major emergencies. 


3. It is necessary to adhere to goal orientation and problem orientation, highlight characteristics, and strengthen guidance. In view of the actual problems encountered in the circulation and vaccination of vaccines in our city, it is proposed that " streets (villages and towns) serving more than 3000 children aged 0 - 6 years should have standardized vaccination clinics and demonstration vaccination clinic should be set up in the streets (villages and towns) serving more than 5000 children aged 0 - 6" to ensure that the service capacity of the vaccination clinic matches the number of children in the district. This regulation emphasizes that when the disease control institution or the vaccination unit receives the vaccine or purchases the vaccine, it requests the copy of each batch of biological products issued by the drug certification authority in accordance with the law or the approval certificate of approval. In special cases, vaccine manufacturers can initiate major or minor deviations to assess the quality of the vaccine. The inspection and vaccination certificates for educational institutions such as child care institutions and schools have been refined and clarified. The administrative requirements for entry-exit vaccination work of entry-exit inspection and quarantine departments have been increased, and the responsibilities for translating vaccination certificates for returning children have been clarified. These new contents will further strengthen the safety of vaccine production, circulation and vaccination in the city.

 

三. Contents of the Regulations

The "Regulations" consists of five parts. The first part is the general rule. The division of labor, the scope of application, and the division of supervision duties are clearly defined. The second part is the circulation of vaccines. The circulation of vaccine procurement, storage and transportation of vaccines are clarified and refined. The third part is the vaccination service. The process of vaccination services such as vaccination unit setting, vaccination capacity building, and vaccination certificate inspection is clarified and refined. The fourth part is the safeguard measures which ensure the implementation of various tasks in terms of policies, funding, assessment, and awards. The fifth part is the supplementary rule which refines the management of immigration vaccination.

 

四. Implementation of work

The “Regulations” put forward five safeguard measures. Firstly, Funding must be ensured. The people's governments of all districts, cities and counties shall guarantee the funds needed for the implementation of the national immunization program for vaccination, fully arrange the development and construction expenditures for the basic construction of disease prevention and control institutions, equipment purchase, especially the cold chain system and information construction according to the development needs and development and construction plans of disease prevention and control. It is necessary to increase investment in the construction of vaccination clinics in this area, guarantee and give appropriate subsidies to grassroots preventive health personnel engaged in vaccination work in accordance with the relevant provisions of the state. The implementation of expenditure responsibility, overall consideration of factors such as changes in the second type of vaccine management model, scientific and reasonable approval of personnel funds, public funds and operational funds of disease prevention and control institutions, fully included in the budget, guaranteed by the finance at the same level, and service income included in the budget management according to the two lines of revenue and expenditure. The municipal people's government shall provide necessary financial assistance to the county-level people's governments in difficult areas to carry out work related to vaccination. The financial arrangements for vaccination at all levels shall be earmarked for special purposes, and no unit or individual may misappropriate or occupy it. The funds used by relevant units and individuals for vaccination shall be subject to the audit supervision of the auditing organization according to law. Secondly, it is essential to strengthen organizational leadership and strengthen assessment. The people's governments of various districts, cities and counties should carry out specific management regulations in light of local conditions, strengthen organization and leadership, incorporate the prevention and control of diseases such as vaccination and the implementation of financial policies of disease prevention and control institutions into the government's assessment content, intensify supervision and inspection, and do a good job in vaccine circulation and vaccination in an orderly manner according to law. Thirdly, it is crucial to mobilize the mass. The residents and villagers committees shall cooperate with relevant departments to carry out propaganda and educational work related to vaccination, and assist in organizing the first type of vaccines for inhabitants and villagers. Fourthly, it is needed to establish a reward mechanism. People's governments at or above the county level shall reward the vaccination units and their staff who undertake the vaccination work and make outstanding achievements and contributions.
