Recently, the Municipal Agricultural Commission and the Municipal Finance Bureau jointly issued the Implementation of Industrial Poverty Alleviation Projects and the Management of Poverty Alleviation Special Funds (Dalian Ministry of Agriculture  No. 203, hereinafter referred to as the “Opinions”).
The "Opinions" are divided into 9 parts. They have clear provisions on objectives, management process, support focus, division of responsibilities, support scope, and fund supervision of industrial poverty alleviation. They have important guiding significance in guiding the industrial poverty alleviation projects, regulating the use of special funds for poverty alleviation, and promoting the poverty alleviation of low-income villages. The main features of the Opinions are as follows:
Firstly, a three-year plan to lift the city out of poverty is put forward. The "Opinions" puts forward that more than 20 % of low-income villages should be lifted out of poverty by 2018, more than 40 % by 2019, and all low-income villages should be lifted out of poverty by 2020. The "Opinions" requires that all districts and cities should organize low-income villages to make a three-year industrial poverty alleviation plan starting from 2018, and establish an industrial poverty alleviation project library to be implemented year by year.
Secondly, the key points of support are highlighted. The "Opinions" require that special poverty alleviation funds are mainly industrial projects, and priority should be given to supporting low-income villages that establish land joint-stock cooperatives, and support funds can be arranged to be less than 2 million yuan.
Thirdly, a performance evaluation mechanism is established. The "Opinions" puts forward the establishment of a performance evaluation mechanism for special funds for poverty alleviation and the incorporation of the performance evaluation of special funds for poverty alleviation into the supervision and effectiveness evaluation of poverty alleviation. The Municipal Finance Bureau and the Municipal Agriculture Commission will supervise and inspect the use and management of poverty alleviation funds the use and management of poverty alleviation funds in combination with the supervision of poverty alleviation.
Fourthly, the use efficiency of the funds is further improved. The "Opinions" require that the district and municipal finance departments can take the pre-allocated part of the special poverty alleviation fund as the starting fund for the project construction after the approval of the industrial poverty alleviation project. During the implementation of the project, the corresponding fund allocation system can be established according to the progress of the project provided by Agricultural Resource Development Bureau.
