Yesterday, the press office of Dalian Municipal People's Government held a press conference on the first time legislated safety management of elevators. On September 14, Dalian Safety Management Measures for Elevators (the measures) was deliberated and approved by the 57 th executive meeting of the 15th Dalian Municipal People's Government and would officially come into force from November 1.
With the dramatic increase in the number of elevators, the elevator safety arouses people’s attention.
According to Yu Fang, deputy director of Legislative Affairs Office of the municipal government, with the rapid development of Dalian’s economic and urban construction, the number of elevators dramatically increased. New problems occur in the supervision on elevators and arouse people’s attention. For example, the management of elevators involves proprietors, property companies, maintenance units and so on and buck-passing makes it hard to implement the safety management of elevators; some elevator management units lack law awareness; cut-throat competition and irresponsible maintenance of elevator management units result in hidden dangers; the elevator management needs to be standardized. All these problems endanger people’s lives and properties, making the measures badly needed.
The Municipal government attached great importance to the safety management of the elevators and started the formulation of the measures early this year. The measures specified responsibilities of governments at all levels, decided to implement the maintenance system, standardized the use of fund for the maintenance of residential elevators, strengthened the responsibilities of the elevator maintenance units, and made clear requirements for lift card installing.
According to the reporter, the full implementation of the maintenance system is firstly put forward in Dalian, which can improve the maintenance quality, clarify responsibilities and resolve problems like cut-throat competition and insufficient security capacity. The installation of elevator cards needs to meet three requirements: agreement of over two thirds proprietors whose construction area occupied more than two thirds of the total. The second is qualification of the construction unit. The third is that safety inspection on the elevators should be qualified.
Elevator safety involves people’s livelihood and all departments should cooperate with each other.
According to Tang Yi, deputy director of the Municipal Quality Supervision Bureau, there are 42,165 elevators in Dalian, accounting for 1% of the total number in China and 1/4 in Liaoning Province, and the average annual growth rate is 15%. Among them, 36627 passenger lifts account for 87%, 3132 escalators and moving walkways make up 7.5%. Elevators in residential and public areas account for 85% and over 20% of the residential elevators have worked for over ten years.
In recent years, Dalian has taken a series of effective measures to strengthen supervision on elevator safety. In recent five years, 131 cases have been treated and over 3 billion yuan handed in as administrative penalty. In recent three years, the operation licenses of 6 elevators maintenance units have been revoked and 14 maintenance units listed on the blacklist.
According to statistics, among the factors resulting in the hidden dangers in elevators, quality takes up 16%, installment 24%, and maintenance and use 60%. Tang Yi said that elevator safety involves many aspects and departments. Quality supervision department should not only perform their duties in accordance with laws, but also actively cooperate with other departments to improve elevators’ configuration standards, promote maintenance of old elevators and use fund for elevator refitting. Efforts should be made to strive for support from local Party committees and governments and promote the construction of new mechanism with government taking the lead and relevant departments cooperating with each other. There was no fatal accident in Dalian in recent 5 years, and the accident rate is much lower than the national average.
The measures have clear provisions on maintenance funds, elevators without management, elevator fees and so on.
The reporter learned that Dalian has taken the centralized maintenance of elevators in high-rise buildings and the maintenance of elevators without management as key livelihood projects. As for the maintenance fees, 25% come from financial subsidies and 50% from public housing maintenance fund. Up to now, 758 elevators have been maintained and accumulated risks have been basically eliminated.
The measures made provisions on the funds for the special maintenance of elevators and funds for emergency use and maintenance. Special funds for maintenance of elevators should be set up under the principle of transparency and for ear-marked use to safeguard the legitimate rights and interests of the fund owners and improve the use efficiency of special funds. Proprietors should perform their duties of elevator maintenance, renovation and fund raising. If elevator inspection agency judges that there are problems in building safety and property, the special funds can be used without 2/3 proprietors permission.
As for the elevators in buildings without management that is caused by unclear responsible subjects, the measures say that local government and sub-district administrative office can coordinate and confirm the elevators’ using units if relevant responsible persons fail to come to an agreement.
As for the residential elevator charges, the measures say that the special fund should be used in the elevator operation, regular inspection and maintenance, and the expenditure account should be publicized to the owners for supervision.
