According to the news from the mobilization meeting on the pilot work of judicial system reform, the courts across Dalian, as the first batch of provincial pilots, will actively push forward the reform of staff classification with a focus on the specified number of judicial personnel to encourage outstanding judges to work in the front and to establish a staff allocation model that centers on judges and service for judicial work.
To implement deployments on deepening the judicial system reform by the central government, the Supreme Judicial Court, the provincial Party committee and the provincial judicial court and to vigorously solve the deep-rooted problems that influence the judicial fairness and restrict judicial capacity, all the judicial courts in Dalian will carry out the judicial system reform that aims to perfect the judicial accountability system, implement the classification management, improve the occupational security system of judicial officials and realize the modernization of judicial system and capacity.
To follow the judicial rules and highlight the dominant role of judges in the judicial work, the classification management system will classify officials into three categories, namely, judges, judicial assistants and judicial administrative staff, respectively accounting for 39%, 46% and 15% of the total number. With the proportion of judges up to 33%, the first selection sticks to the principle of “selecting outstanding ones among good ones” and takes into consideration such factors as political quality, self-discipline, work ethics, working experience, work achievements and judicial ability. The selection methods for the first batch of candidate judges are confirmed and those who are equipped with professional skills and rich judicial experiences will enjoy priority.
People in charge of the municipal judicial court expressed that the qualification examination will be finished before August 19 and the unified examination will be organized on August 27 by the provincial judicial court. Relevant assessment will be finished before September 19 to ensure the first selection work.
Meanwhile, the property of the judicial courts across Dalian will be under unified management and all the courts will practically guarantee the legal protection over judicial officials for implementing statutory duties and put an end to the illegal acts of threating, revenging, insulting and violently hurting judicial officials.
Since last year, all the judicial courts in Dalian have actively pushed forward the judicial system reform, earnestly specified the pilot tasks and achieved breakthrough. Dalian has taken the lead in completing the reform and realizing the system of “judges make judgments and assume responsibilities”. Since the implementation of the case registration, relevant problems have been solved fundamentally and realized the situation in which any suit will be registered and dealt with.
In addition, efforts have been made to simplify the suit procedures, construct a multiplex mechanism of dispute solutions and tackle large numbers of disputes before the suit; separate the process of judge and implementation so as to check and balance each function; enhance the construction of the suit service center, open the suit hot line12368, operate the online suit service network to realize the multi-channel, one-stop and comprehensive service for the masses; launch the construction of “smart court”, develop the data center of suit cases, establish the electronic lawsuit files and record the whole process of court trials; build up an online execution system covering all the judicial courts so as to timely check the property conditions of defendants and greatly improve the execution efficiency.
For the next step, all the judicial courts in Dalian will carry forward each reform task deployed by the central government. The first is to deepen the reform in the execution system, set up independent execution judgment courts, classify execution staff and speed up the solving of problems. The second is to simplify procedures and construct a multiplex dispute settlement mechanism. The third is to explore the internal organizational reform and set up the judicial institutes in a scientific way. The fourth is to push forward the reform of lawsuit system centering on judges and actively improve the system of appearing in court as witnesses and appraisers and standardize the trial procedures.
