Chapter I General Principles

I. 2. The main task of the executive meeting of the municipal government is to:

The list of non-voting delegates shall be examined and approved by the Secretary-General.

The plenary meeting of the municipal government, the executive meeting of the municipal government, the mayor's office meeting and the municipal government business meeting documents are drafted by the topic reporting department in conjunction with the relevant departments. Meeting documents should comprehensively, accurately and objectively reflect the issues and opinions of various parties, focus on solving practical problems, and highlight pertinence, guidance, foresight and operability. Forty-nine, the municipal government leaders and the relevant departments of the main responsible person should attend the plenary meeting of the municipal government, the municipal government executive meeting. In principle, leave should not be taken except for special reasons such as attending important national, provincial and municipal conferences and activities, visiting or traveling on business, handling major emergencies, and personal health. Municipal government leaders cannot attend, ask for leave from the mayor; Other participants asked for leave and City Hall Office reported to the mayor.

The city-wide meeting to be held by various departments shall not be held in the name of the municipal government and City Hall Office, and the main leaders of various regions shall not be invited to attend. Municipal government leaders generally do not attend working meetings convened by departments. City-wide meetings should be held by video conference as much as possible. All kinds of meetings should be fully prepared, the meeting atmosphere should be strictly observed, frugality should be advocated, efficiency and quality should be improved, and the focus should be on solving problems.

Chapter IX Strengthening Document Approval
