Implementation Plan of Dalian Wetland Protection and Restoration

 

In order to implement the Circular of the General Office of the State Council on Printing and Distributing Wetland Conservation and Restoration System Scheme(No.89 in 2016 of General Office of the State Council), the Letter of the State Forestry Administration and other 8 ministries on Printing and Distributing Implementation Opinions on Implementing Wetland Conservation and Restoration System Scheme(No.63 in 2017 of State Forestry Administration) and the Circular of the General Office of Liaoning Provincial People's Government on Printing and Distributing Liaoning Province Wetland Conservation and Restoration Implementation Scheme(No.125 in 2017 of the General Office of Liaoning Provincial People's Government) as well as the relevant work requirements of the Municipal Party Committee and municipal government, and in combination with the actual wetland resources in Dalian, this scheme has been formulated. 


 

一. General requirements

(一)Guiding ideology

This plan thoroughly studies and implements Xi Jinping's socialism with Chinese characteristics in the new era and the spirit of the 19th National Congress of the Communist Party of China, and took practical actions to ensure that the spirit of the National Ecological Environmental Protection Conference was taken root in Dalian, adheres to the new development concept and " four efforts" and " three advances", comprehensively strengthens the management of wetland resources protection and utilization, and provides safe and ecological support for the construction of beautiful Dalian. 


(二)Basic principles

This plan adheres to the principle of ecological priority and protection priority, and maintains the sustainability of wetland ecological functions and functions. The plan adheres to the principle of comprehensive protection and territorial management, and incorporates the whole city wetland into the scope of protection and restoration, focusing on strengthening the ecological protection of natural wetlands and important wetlands and the restoration of ecological functions. The plan adheres to the principles of government-led and social participation, with governments at all levels taking overall responsibility for wetland conservation and restoration within their respective administrative areas and encouraging all sectors of society to actively participate in wetland conservation and restoration. The plan adheres to the principle of comprehensive coordination and sub-sector responsibility, and gives full play to the functions of the competent departments of wetland protection and related departments such as forestry, water conservancy, marine fishery, land and resources, environmental protection, agriculture, etc., and promotes the protection and restoration of wetlands in a coordinated and rapid manner. The adheres to the principle of paying attention to effectiveness and strict assessment, incorporates the effectiveness of wetland conservation and restoration into the assessment system of leading cadres at all levels of government, and earnestly implements the main responsibilities of all levels of work in the assessment. 


(三) Major goals

By 2020, the total wetland area of the city will be no less than 5.37 million mu. A relatively complete system for the protection and restoration of wetlands will be established, and natural wetlands such as coastal wetlands, river wetlands and marsh wetlands, as well as constructed wetlands with important ecological values, will be classified into important protected areas. Strict wetland utilization supervision will also be carried out to ensure that the wetland area is not reduced, the nature is not changed, the wetland ecological function is enhanced, the wetland biodiversity is maintained, and the wetland protection management level of the city is comprehensively improved.

 

二. Establish a wetland grading management system

(一) Establish a wetland grading system. According to the "Regulations on the Protection of Wetlands in Liaoning Province" and the "Confirmation Standards for Important Wetlands in Liaoning Province" and the importance of ecological location, ecosystem functions and biodiversity, wet areas in Dalian are classified into important wetlands and general wetlands and listed in the relevant wetland lists. International and national important wetlands are identified and managed in accordance with relevant national regulations. The province's important wetlands are managed in accordance with the provisions of the Liaoning Province Wetland Protection Regulations. It is important to actively recommend Dalian's wetlands with important ecological location, abundant resources and important impact on the regional ecological environment to be included in the provincial list of important wetlands. The Municipal Forestry Bureau shall, jointly with other municipal departments in charge of wetland protection and administrative departments of land and resources, environmental protection and so on, comprehensively carry out the basic investigation and planning of wetlands in our city, do a good job in the delineation of general wetlands in Dalian, and report to the municipal government for approval before publication. (二) Improve the protection management system. Efforts should be made to strengthen the protection of important wetlands through the establishment of wetland nature reserves, wetland parks, aquatic germplasm resources conservation areas, marine special protection areas (marine parks), wetland protection communities, wetland multi-purpose management areas, and water conservancy scenic areas. It is necessary to focus on promoting the construction of three wetland protection management system and wetland protection management institution in the city, county and township, and actively explore the establishment of important wetlands to protect public welfare posts, and gradually establish and improve the three-level management and protection linkage network at the city, county and township levels. In order to innovate the management of wetland protection, all regions should combine the wetland protection work practice, and transform the national and provincial wetland protection and restoration system and the relevant cleaning scheme into practical policy measures and system methods. By 2020, it must strive to realize the establishment of five new wetland parks, so that the protection capacity and management level of the city's wetland resources have been significantly improved. 三. Establish a responsibility system for wetland protection

(一) Strictly control the total amount of wetland area. By determining the management and control targets of the wetlands in the whole city and counties, they will be decomposed and implemented step by step to all districts, cities and counties (pilot areas). It is necessary to rationally delineate the range of wetlands that are included in the ecological protection red line and implement them to specific plots and red lines. Important wetlands that are included in the red line of ecological protection shall be managed in accordance with the principle of red line control and strict protection measures shall be taken. It is necessary to establish the grading management system of the red line area, effectively promote the protection and remediation of the red line area ecosystem, strictly supervise the pollution discharge in the red line area, and strengthen the comprehensive control of the red line area. It is forbidden to reclaim, occupy or change the use of natural wetlands included in international and national lists of important wetlands and in nature reserves. If is really necessary to occupy other wetlands, the general wetlands shall be approved by the municipal government and the provincial important wetlands shall be approved by the provincial government. For wetlands that have been approved for requisition, occupation and conversion to other uses, the land-use unit shall be responsible for restoring or rebuilding wetlands of the same size and quality as the wetlands occupied in accordance with the principle of “occupying cultivated land after replenishing cultivated land and balancing the occupation and compensation” to ensure that the total area of wetlands in our city will not be reduced. By 2020, the scope of wetlands included in the city's ecological protection red line will be determined, and various measures for ecological red line control will be studied and formulated. (二) Improve the ecological function of wetlands. By 2020, the water quality compliance rate of the important water function areas of the city will be no less than 78%, the natural shoreline retention rate of the mainland will not be less than 35 %, the species of waterfowl will not be less than 157, and the number of wetland wildlife populations in the city will not decrease. It is necessary to carry out zero-growth actions on pesticide use, accelerate the promotion of green prevention and control, the unified prevention and control, improve the level of scientific drug use, and strive to achieve zero growth in total pesticide use. (三) Establish a reward and punishment mechanism for wetland protection effectiveness. The municipal government bears the overall responsibility for the protection of wetlands in the administrative area of the city. The main leaders of the government assume the main responsibilities, and other relevant leaders have the corresponding responsibilities within the scope of their duties. The municipal wetland protection department is responsible for the task implementation, target determination, policy formulation, and system construction of the wetland protection and restoration work. It proposes relevant indicators for the wetland protection of each district, city, county (pilot area), and guides the districts, counties, and counties (pilot areas) to carry out wetland protection and restoration work. The district, city and county governments (the administrative committee of the leading zone) should incorporate the protection effectiveness indicators such as wetland area, wetland protection rate and wetland ecological status into the evaluation system of the target of ecological civilization construction in the region. 四. Improve the supervision mechanism of wetland utilization

(一) Establish a management mechanism for wetland utilization. According to the orientation of national, provincial and main functional areas in the city, various wetland functions are determined, negative list management is implemented, and important wetlands are strictly protected. It is forbidden to encroach on natural wetlands and other water conservation spaces. Those that have already encroached should be restored within a time limit. t is forbidden to reclaim, landfill and drain wetlands. It is forbidden to permanently cut off the wetland water source. It is forbidden to discharge pollutants to wetlands exceeding the standard. It is forbidden to damage wildlife habitats and migration routes of fish in wetlands. It is forbidden to destroy various illegal and illegal activities of wetlands and their ecological functions. (二) Standardize the management of wetland use. It is necessary to improve the use management system involving wetland-related resources, reasonably establish the intensity and time limit of wetland-related resource utilization, and avoid damage to wetland ecological elements, ecological processes, and ecological service functions. It is necessary to further strengthen the management and control of activities such as water abstraction, pollutant discharge, utilization of wild animal and plant resources, sand excavation, soil borrowing, mining, introduction of alien species and scientific investigations. (三) Severely punish the destruction of wetlands. Municipal wetland protection supervisors and relevant departments shall, according to their division of responsibilities, supervise the use of wetlands in accordance with the law, and severely crack down on and contain various ecological behaviors that damage wetlands. According to the "Liaoning Province Wetland Protection Regulations" and other relevant laws and regulations, it is necessary to severely investigate and punish illegal use of wetlands, causing damage to the wetland ecosystem. The wetland protection management department shall order it to revert to its original condition within a time limit. If the circumstances are serious or the conditions are not restored within the time limit, it shall be punished according to law, and if it is suspected of a crime, it shall be transferred to judicial organs for serious treatment. It is necessary to explore the enforcement mechanism for establishing a relatively centralized administrative punishment. (四) Strengthen the supervision of wetland utilization. According to the division of responsibilities, the municipal wetland protection supervisor and relevant departments supervise the utilization of wetlands, explore the establishment of an early warning mechanism and an interview mechanism for wetland utilization, and interview the administrative departments or local governments in areas where wetlands are seriously damaged. Municipal, county, and township government wetland protection management departments or wetland protection management agencies are responsible for the supervision and management of specific wetland resource users. 五. Establish a degraded wetland restoration system

(一) Clear the main responsibility for wetland restoration. According to the principle of “who destroys, who repairs”, the responsible party that destroys the wetland resources bears the responsibility for repair. If the responsible party can be confirmed, the responsible party can carry out the repair of the wetland by itself, or it can also be commissioned by a third-party organization with the ability to repair. For wetlands formed for historical reasons, damaged by public interests and damaged by major natural disasters, the governments at all levels shall assume the responsibility of restoration and the necessary funds shall be included in the budget. (二) Implement major projects for wetland restoration. Governments at all levels shall, in accordance with the overall requirements for expanding wetland area and improving wetland functions, provide conditions for increasing wetland area in terms of water source, land use, management and protection, and resettlement. Through the combination of natural restoration and artificial restoration, the natural wetlands with concentrated contiguous, severely fragmented and degraded functions are repaired and comprehensively rehabilitated, and important wetlands with severely degraded ecological functions are preferentially restored. It is necessary to implement projects such as returning farmland to wetland and retreating to the beach. By means of pollution cleaning, land improvement, landform restoration, natural wetland shoreline maintenance, river and reservoir water system connectivity, vegetation restoration, wildlife habitat restoration, purse seine removal, ecological migration and wetland pest control, the damaged wetland ecosystem structure will be adjusted, the wetland ecosystem function will be gradually restored, and the wetland ecosystem health will be maintained. It is necessary to implement the rehabilitation and restoration project for bird habitats in key river estuaries, and actively promote the implementation of river channel comprehensive treatment, levee maintenance and conservation, and riverside plant belt construction. (三) Improve the mechanism of ecological water use. It is necessary to coordinate the water resources balance within the city or the river basin and maintain the basic ecological water demand of the wetlands. According to the results of wetland monitoring, on the basis of meeting the living and production water, the municipal and county governments should fully consider the ecological water demand. Relevant comprehensive and special plans for water resources, drainage, sponge cities, etc. at all levels should list the ecological hydration water quantity of wetlands according to water resources conditions and ensure ecological water use. Reservoir storage and flood discharge should fully consider the relevant wildlife protection needs. 六. Improve the wetland monitoring and evaluation system

(一) Identify the main body of wetland monitoring and evaluation. The municipal and county (pilot area) forestry administrative departments shall, in conjunction with the relevant wetland protection administrative departments, organize the implementation of monitoring and evaluation of wetland resources within the jurisdiction. It is necessary to establish an inter-departmental wetland monitoring and evaluation coordination mechanism and negotiate major issues. (二) Improve wetland monitoring and evaluation procedures and standard systems. The municipal forestry administrative department shall, in accordance with the relevant provisions of the State and the actual wetland protection work of the city, organize the relevant departments of the municipal wetland protection to formulate regulations or standards for the survey, monitoring, important wetland evaluation and degraded wetland assessment of the city's wetland resources in accordance with the relevant requirements of the provincial forestry department. (三) Establish and improve a wetland monitoring network. It is necessary to make overall plans for the establishment of wetland monitoring stations in the city, and gradually establish and improve the wetland monitoring network to improve the quality and information level of monitoring data. It is necessary to carry out international, national and provincial wetland monitoring, and set up monitoring stations in wetland nature reserves, wetland parks and important wetlands in the province, and carry out monitoring work. By 2020, the city's wetland monitoring network will be initially established. It is necessary to establish a sound early warning mechanism for wetland ecological risks to prevent adverse changes in the characteristics of wetland ecosystems in the city. It is necessary to gradually establish a wetland protection and repair information reporting system, and dynamically track the progress of wetland ecological protection, restoration and restoration in the city. 七. Improve the guarantee mechanism

(一) Strengthen organizational leadership. The district/city and county government (the pilot zone management committee) shall include the wetland protection work within its jurisdiction in the important agenda and resolve major issues in a timely manner. It is necessary to further improve the management system of comprehensive coordination and sub-sector implementation, establish a joint meeting system for wetland ecological protection and restoration, timely report on the protection and restoration of wetlands, coordinate and solve key and difficult problems in the implementation of wetland protection and restoration, and form a joint force for wetland protection. It is necessary to strengthen supervision and inspection to ensure the realization of the target of wetland protection and restoration in the city. (二) Strengthen the building of the legal system. (三) Increase capital investment. Through the leading role of government investment, a multi-channel investment mechanism such as government investment, social financing, and personal investment will be formed. The Municipal Development and Reform Commission shall continue to increase support for the establishment of wetland protection and restoration projects. The municipal finance shall combine the project status of the whole city wetland protection and restoration project every year, and provide corresponding funds guarantee. Each district, city and county (leading district) should provide sufficient human, material, financial and policy support for wetland conservation and restoration projects within its jurisdiction every year. The city can increase its support through financial discount and financial institution financing, and study and explore ways to give risk compensation. It is necessary to support and guide financial institutions to increase credit support for wetland protection and restoration in the city on the basis of controllable risks and commercial sustainability by improving credit mechanisms, unblocking capital channels, and innovating financial products and services. It is necessary to actively explore the compensation system for ecological benefits of important wetlands in the city. It is necessary to carry out demonstration and scientific research on various types of wetland protection and restoration technologies such as swamps, rivers and coastal areas, and strive to make progress in key technologies for wetland restoration. It is necessary to adhere to comprehensive protection and system repair to maintain the naturalness, integrity and stability of the wetland ecosystem. (五) Strengthen publicity and education. District, city and county governments ( leading area management Committee ) and wetland protection administrative departments should carefully plan and organize extensive wetland protection publicity every year according to important work nodes, and make use of favorable opportunities such as “World Wetland Day”, “Love Bird Week” and “World Water Day”,  "World Ocean Day" to popularize scientific knowledge of wetlands through radio, television, internet, mobile media and other means to raise public awareness of wetland values and benefits. It is crucial to do a good job in educating the majority of primary and secondary school students on wetland protection, explore the establishment of wetland demonstration schools, and establish adolescent wetland protection awareness. It is necessary to establish a wetland protection volunteer system, mobilize the public to participate in wetland protection and related knowledge dissemination, increase publicity and popularization of science, continuously enhance the public's awareness of responsibility and participation in protecting wetlands, and strive to form a good atmosphere for the whole society to protect wetlands.
