16. Strengthen localized management. It is necessary to adhere to the principle of "combination of blocks and blocks, and focus on blocks", implement the responsibility for territorial management, and gradually establish and improve the three-level housing lease management system for districts, streets, and communities (village committees). The housing lease will be incorporated into the comprehensive management of society and the grid management of the community, and the management forces of all parties will be coordinated and integrated to do a good job in the comprehensive management of housing lease. 17. Strengthen the cooperation of functional departments. The District Real Estate Bureau is responsible for the administrative management and coordination of housing lease, strengthening the supervision of the housing lease market in conjunction with relevant departments, improving the credit management system of housing lease enterprises, brokerage institutions and employees, comprehensively establishing credit records of relevant market entities, incorporating them into credit information sharing platforms, and implementing joint punishments for serious dishonesty entities. The public security department should strengthen the management of public security of rental housing and the residence registration of the parties involved in rental housing, and urge and guide communities, villagers' committees, property service enterprises and other management units to investigate potential security risks. All relevant departments shall, in accordance with the division of responsibilities, do a good job in the management of housing lease. 18. Strictly investigate and deal with illegal activities of housing rental. All relevant departments shall, in accordance with their division of responsibilities, investigate and deal with illegal activities of housing leasing according to law, safeguard the legitimate rights and interests of all parties to the housing lease, and ensure the safety of the people's lives and property. Enterprises, institutions and individuals who violate laws and regulations shall be punished according to the law. They will be the focus of supervision, restrict their market access, administrative licensing and financing, and stop implementing relevant preferential policies. And those suspected of committing crimes shall be transferred to the judicial authorities for processing. (一) Effectively increase awareness

All relevant departments should attach great importance to the development potential of the new leasing industry, the new economic growth pole, improve the working mechanism, and promote the healthy development of the housing leasing market.
(二) Strengthen organizational leadership
It is necessary to set up a leading group for the development of the housing leasing market in our district, which is led by the district government in charge of leadership, to study and solve major problems in the work. Responsible comrades of relevant departments of the district are members of the leading group, and the leading group office is located in the District Real Estate Bureau, responsible for daily coordination. Each responsible unit shall bear the main responsibility and study and formulate the support policies and specific measures involved in this department as soon as possible.
(三) Strengthen publicity and guidance
All relevant departments should attach great importance to the development of publicity work in the housing leasing market, and use television, internet, newspapers and other media to interpret and publicize relevant national, provincial and municipal policies and measures, correctly guide residential housing consumption, and create a good public opinion environment.
