三. Rolling plan arrangement

(一) Work plan for 2018.

1. Job objective. By the end of 2018, the recycling rate of urban domestic waste will reach 25 %. There will be no less than 30 new demonstration areas in the urban area, and the total number of households covered will reach 30 % of the total number of households.

2. Work task.

(1) Continuously promote the implementation of waste compulsory classification by public institutions. All districts, cities, counties, and pilot areas should implement their territorial responsibilities and actively promote the mandatory classification of garbage by public institutions and related enterprises within their respective jurisdictions. The Party and government organs should take the lead in strictly implementing the requirements of the mandatory classification standards for garbage, and implement classified throwing, classified collection, classified transportation, and classified treatment of perishable garbage, recyclable materials, harmful waste, and other garbage. A batch of model demonstration units should be built in schools, hospitals, shopping malls, hotels, stations and other different types of mandatory classification units, and other public institutions and related enterprises should gradually improve their mandatory classification and management of garbage in accordance with the model demonstration standards. Strengthen the management of mandatory garbage sorting process. As the main body of responsibility, the implementation unit of the mandatory classification of garbage should do a good job in the routine management of the unit's garbage delivery and classification collection links. All regions should guide the implementation unit to set up waste sorting containers, assist the implementation unit to carry out docking with the sorting collection and transportation unit, and make overall coordination of the sorting transportation links. Carry out law enforcement inspection of waste compulsory classification. It is necessary to strengthen departmental linkages, establish and perfect the supervision and inspection mechanism, and promote the effective connection between management and law enforcement. (2) Expand the scope of implementation of the pilot classification of residential waste. t is necessary to carry out the construction of waste classification demonstration community, increase the financial support for the municipal waste classification demonstration community, formulate and improve the acceptance criteria for the garbage classification demonstration community, and strengthen the daily inspection and assessment. By the end of 2018, the total number of urban residents covered by each region shall not be less than 30%. (3) Improve harmful waste's collection and transportation processing system. It is necessary to organize the collection, transportation and storage of harmful waste from collection containers to collection points. (4) Improve the renewable resource recovery system. Recycling enterprises should be encouraged to send renewable resources to iron and steel, nonferrous metals, paper making, plastic processing and other enterprises to realize safe and environmentally-friendly utilization. Renewable resource recycling enterprises are encouraged to promote the recycling of waste classification through booking door - to - door, fixed-point and fixed-point sites, as well as online and offline combination of internet, WeChat, mobile APP, and other online and offline methods. (5) Establish and improve the classification and statistics system. In the second half of the year, the city's primary and secondary schools and kindergartens will carry out domestic waste classification education and social practice, and use activities such as “hand in hand” and " waste classification entering into the campus" and other activities to cultivate students' awareness and habits of waste classification. (二) Work plan for 2019

1. Job objective. By the end of 2019, the utilization rate of urban domestic waste will reach 30 %. No less than 40 demonstration areas will be added to the urban area, with the total number of households covered reaching 50 % of the total number of households.

2. Work target.

(1) Continuously promote push forward the mandatory classification and management of garbage. All regions should further strengthen their supervision and assessment efforts, improve the correct rate of classified delivery of public institutions and related enterprises, and improve the mandatory classified management of domestic waste in public institutions and related enterprises. (2) Expand the scope of implementation of the residents' garbage classification pilot. All regions will further improve the coverage of classification facilities, continue to carry out the construction of demonstration areas for garbage classification, expand the number of households covered by garbage classification, and do a good job in supervision and assessment. The implementation of the 2016-2018 classified demonstration community will be supplemented by subsidies. By the end of 2019, the number of new households in each district will be no less than 20% of the number of urban residents, and the total number of urban residents in the area under the jurisdiction will be no less than 50%. (3) Perfect the construction of terminal disposal facilities. (三) Work plan for 2020

1. Job objective. By the end of 2020, relevant laws, regulations and standard systems for domestic waste classification will be basically established, and a replicable and promotable domestic waste classification model will be formed. The recycling rate of domestic waste in urban areas will reach more than 35 %. No less than 50 demonstration areas will be added to the urban area, and the total number of households covered will reach 60 % of the total number of households.

2. Work target.

(1) Optimize the mandatory classification management system for urban public institutions and related enterprises. It is necessary to improve the supervision, examination and management systems of public institutions and related enterprises in various regions. (2) Continuously expand the scope of implementation of the residents' garbage classification pilot. It is necessary to implement the 2019 classified demonstration community to supplement the subsidy funds. By the end of 2020, the number of new households in each region will not be less than 10 % of the number of urban residents, and the total number of urban residents within the coverage area will not be less than 60 %.
