2. Improve implementation strategy

(1) Improve the capacity building of nutrition and health

It should formulate the nutrition and health related policies, promote the establishment of nutrition and health guidance committees at the city, county and township levels, and strengthen technical consultation and guidance on nutrition and health laws, policies and standards.  According to the nutritional status of the population and the level of economic and social development in Dalian, it should draw up a work plan for the improvement of nutrition in the city and regularly publish reports on the nutritional status of our residents. Medical institutions with better conditions should set up clinical nutrition departments; Disease prevention and control institutions at all levels shall set up departments responsible for nutrition work, reasonably allocate nutrition professional and technical personnel, be responsible for the technical guidance of nutrition improvement work in their respective administrative areas, carry out nutrition monitoring and evaluation of food and population, and strengthen the prevention and control of nutrition-related diseases. A group of students' nutrition guidance experts should be set up to provide scientific guidance for students' nutrition meals. According to the national nutrition monitoring plan and taking into consideration the specific situation of the administrative region, monitoring of the nutritional and health status of the population, the physical health of students, food consumption status and food composition is actively carried out, and information such as food consumption, nutrient intake, physical measurement, laboratory testing and the like of the population is collected. According to the relevant national technical standards, accurate iodine supplement is implemented.
