In 2016, Jinpu New District invested 18.0206 million yuan in talent cultivation including subsidies of settling-in allowance for talents as well as funds for postdoctoral program and talent introducing program, among which 3.7806 million yuan was from district level, 14.24 million yuan was from provincial and national level.
Under the talent policy of “5+22” of Dalian, Jinpu New District adhered to the strategy of strengthening the district through talents and created a talent base to absorb elite. In 2016, the district vigorously strove for more policy support on talent cultivation.
The talent cultivation in Jinpu achieved substantial results with sufficient funds. For instance, 2 postdoctoral programs gained the first-level financial aid from China Postdoctoral Science Foundation; 28 foreign experts programs were approved; 197 foreign experts were absorbed; 38 professional and technical personnel won the title of Liaoning Province Million Talents; Chen Hu from Guangyang Science & Technology won the title of Ten Thousand Leading Talents, etc.
Jinpu Bureau of Human Resources and Social Security noted that all the achievements laid solid foundation for the talent cultivation of the district. In the next step, due efforts will be made in talent policy innovation, optimizing talent development environment and encouraging innovation and entrepreneurship.
