Firstly, sort out “lists of distributive power” to enhance work duty. In accordance with working list requirements of administrative powers and duties, the entire bureau sorted out 425 administrative rights and distributed these items based on the duties of 18 business departments, thus further making clear-cut the working range and duties of the market supervision. Each department shall conduct supervision and inspection as well as the administrative law enforcement in strict accordance with the working list and implement in practical terms the requirements of “no power out of the list”. The “lists of distributive power” solved the problem of work range, effectively put an end to the phenomena of aimless supervision and random law enforcement and enabled the entire bureau to be on the standardized track of law enforcement and guide work in good order.
Secondly, open the “working list” to enhance effect-tracking. The entire bureau distributed 28 items of key work based on the work of group members, worked out the “working list” of each leader in charge and finally made clear the responsible departments, individuals and schedule via the form of projects. The bureau adopted the means of tracking and supervision on specific work, gave regular notifications and emphasized the effects of implemented work, the process of ongoing work, the reasons of unfinished work and severe punishment on the work without practical implementation. Sharing the “working list” and implementing effective tracking enabled the bureau to have planned effectively and comprehensively, improved work efficiency, transformed the work style and remarkably improved the executive force.
Thirdly, carry out the “incorrupt governance list” to enhance risk prevention. The bureau leading group set an example to check the “risk list of incorrupt governance” within the range of individual duties, made risk prevention measures and extended these to the people in charge of administrative departments and basic stations. Working out the “incorrupt governance list” further made clear-cut what should be done and what should not and ensured the cadres wouldn’t touch the “red line” and “high-tension cable” or bring about problems within one’s duties in order to construct a cadre team that is loyal to the Party and dares to assume responsibilities with honest governance record.
